COUNCIL MINUTES AUGUST 12, 2002 <br />the feasibility reports will be brought before the City Council in September or October, at which time <br />the projects will be discussed in further detail and funding discussed. <br />Mayor Bergeson hoped that the City would be able to fmalize these plans by the end of the year. <br />Councilmember Carlson noted the City Council has begun receiving weekly updates from TKDA and <br />she noted, per the recent report, the Elm Street and 62nd Street feasibility reports were expected this <br />fall, however, the update did not provide a date for the feasibility report for Holly Drive. She felt that <br />it would be good to have this schedule in writing. <br />Councilmember Carlson indicated the City Council discussed whether the Five -Year Plan should <br />include 2002, or whether it should run from 2003. She stated the Five -Year Plan is required by City <br />Charter and the Comprehensive Plan and she felt 2002 should be included in this Plan. <br />Councilmember Carlson indicated the updated feasibility report • lly Drive had been ordered by <br />the City Council one year ago. She stated there were currently - al road issues within the <br />City, 12th Street and Holly Drive, Elm Street, and 62nd Stree essed concern that, previous to <br />this current Council, when the Council was given informatie road issues, at times the money <br />had been promised to other projects, such as Holly Drive, re, appeared to be a deficit in the <br />Capital fund balance. She believed that when the Ci owed on to another project, those funds <br />were found to have been committed to a previous • ct. indicated the auditor has asked the <br />City to review this fund and eliminate the deficit. The fore, the City is limited to State Aid funds and, for the Holly Drive <br />and 12th Street project, the City • s $250,000 on deposit from the developer of Trapper's Crossing to <br />complete that project. <br />City Administrator Waite Smith noted the feasibility report for Holly Drive has not been worked on at <br />the same pace as the other two because the City Council instructed City staff months ago that the high <br />priorities were 62nd Street and Elm Street. She noted if the feasibility report for Holly Drive is <br />completed now, and the project does not begin until 2004, some of the feasibility report information <br />may once again be outdated. <br />Councilmember Dahl stated she received a letter from Curt Byron, 1150 Hudson Trail, expressing the <br />urgent need for a trail construction at Trapper's Crossing due to the road being too narrow for vehicle <br />traffic, walkers, runners and bikers to safely navigate this section simultaneously. She read this letter <br />in its entirety for the record. <br />
