COUNCIL MINUTES AUGUST 12, 2002 <br />Councilmember Dahl clarified, when the studies were ordered for 62nd Street, Elm Street and Holly <br />Drive, she had specifically asked one year ago that all the studies be done at the same time because <br />the Holly Drive study only required an update. She felt whose fault this situation is was immaterial, <br />rather the important issue is that all these road improvements should be done. She felt that all three <br />improvement projects were treated equally and that the Council had not asked that one be done before <br />another. She noted when Rick Carlson's development had been approved, the reconstruction of 62nd <br />Street had been made a condition of that approval. She acknowledged that promises were made in the <br />past that were not followed through with. She stated a person is only as good as what they did last <br />and if the City Council has not lived up to whatever was done in the past, in her opinion the <br />credibility of the City is at stake. <br />Councilmember Dahl believed the residents realize a mistake has been made and they simply want <br />this mistake corrected and the improvements to Holly Drive p <br />Holly Drive on a regular basis and she is scared most of the time <br />added there is a large wetland around the curve and in the winte <br />might hydroplane and end up in the wetland. He <br />questioned what Councilmembe i ahl was proposing the City Council do with regard to this <br />schedule. <br />Councilmember Dahl indicted 62nd Street was scheduled for reconstruction in 2003 and noted the <br />South Glen area is still in the developing stage. She suggested that perhaps 62nd Street and Elm Street <br />could be reconstructed in the spring of 2003 with Holly Drive being reconstructed in the fall of 2003. <br />She noted the City has $250,000 from the Trapper's Crossing developer for the improvements to <br />Holly Drive. <br />Councilmember Reinert stated he would like for the City Council to do whatever it can to address this <br />situation, however, he indicated that the City needed five million dollars to complete all three <br />projects. He stated the City currently has two million dollars available, plus the $250,000 on deposit <br />for Holly Drive. He indicated in 2004 the City will be required to borrow three years into the future <br />
