COUNCIL MINUTES <br />AUGUST 12, 2002 <br />to complete these projects. He questioned Councilmember Dahl whether she was aware of something <br />the Council could do to fund these projects ahead of schedule, other than what has already been <br />discussed at the last work session. He noted 62nd Street must be reconstructed because the Council <br />had demanded that this work be done in conjunction with West Shadow Ponds, which he supported. <br />However, he indicated the City only has so much money available and will be borrowing against <br />future years in 2004 to complete the Holly Drive project. <br />Councilmember Dahl stated the recommendation for 62nd Street was that the trail be constructed first <br />for safety reasons, which has been accomplished and she was thankful for this. She indicated a trail <br />has not been constructed yet on Holly Drive, which was the reason she had supported this stipulation <br />for the development on 62nd Street in order to address safety. <br />Councilmember Dahl noted the City would have had to borrow against the State Aid fund eight years <br />ago as well. She stated she did not regret the decision to requir t e reconstruction of 62nd Street as a <br />condition of development for safety reasons. She noted the reco s . tion of Holly Drive had also <br />been made a condition for development eight years ago and she ity should honor that <br />commitment. She noted this current Council has worked to r $ : attempt to come up with <br />solutions and make up for mistakes that had been made in t . asf She hoped that the Council can <br />do this once again in order to address the safety issues. a the urgency to reconstruct Elm <br />Street as well. <br />Mayor Bergeson felt the City Council was spendi g a _ at deal of time on an issue that is not on this <br />evening's agenda. She noted this item is on th <br />3B. <br />or the residents who have kept this issue alive on the <br />s evening, under the Finance Department Report item <br />Councilmember Carlson sta i cil had a long discussion on these three road projects <br />during their last work sessions ed t e Council ordered the Elm Street reconstruction last year <br />and had planned to reconstruct at road this fall because of the opening of the new grade school. She <br />stated she would prefer to see E Street reconstructed in the spring of 2003 and 62nd Street and <br />Holly Drive reconstructed in the fall of 2003. She stated she would like an accounting of any funds <br />the City has available to determine whether this type of schedule would be feasible. She felt the <br />Council must make a decision to move ahead with these projects. <br />Mayor Bergeson cautioned that the City Council not promise something that can not be done. He <br />reiterated that the City only has so many resources available. <br />Councilmember Reinert felt that what Councilmember Carlson was proposing was not economically <br />feasible. He felt the only way Holly Drive could be completed sooner than currently scheduled was to <br />rearrange the schedule. He noted the schedule for the three reconstruction projects had been set due <br />to the conditions approved for the West Shadow Ponds development and the Council had demanded <br />that 62nd Street be done as soon as possible.
