City Engineer Studenski stated this study would hav • effect on the speed limit <br />postings. The church will be <br />located in the southwest co *r of Lino Lakes. The Planning and Zoning Board reviewed <br />the application and they recommended approval. The plan has not been presented to the <br />Council because staff has been resolving some outstanding issues. The City of Lino <br />Lakes does not have any utility connections close to the site. The City of Circle Pines <br />would be the most feasible connection for the site. The City of Circle Pines is willing to <br />service the site. This would require a joint powers agreement between the City of Circle <br />Pines and the City of Lino Lakes. <br />It was the consensus of Council to direct staff to work with the City of Circle Pines to <br />develop a joint powers agreement to provide utility services for the Russian Baptist <br />Church. <br />
