Councilmember Carlson expressed concern that a speed study may raise the current speed limit. City Engineer Studenski stated this study would hav • effect on the speed limit postings. The church will be located in the southwest co *r of Lino Lakes. The Planning and Zoning Board reviewed the application and they recommended approval. The plan has not been presented to the Council because staff has been resolving some outstanding issues. The City of Lino Lakes does not have any utility connections close to the site. The City of Circle Pines would be the most feasible connection for the site. The City of Circle Pines is willing to service the site. This would require a joint powers agreement between the City of Circle Pines and the City of Lino Lakes. It was the consensus of Council to direct staff to work with the City of Circle Pines to develop a joint powers agreement to provide utility services for the Russian Baptist Church.
