COUNCIL MINUTES SEPTEMBER 23, 2002 <br />Don Dunn, 6885 Black Duck Drive, stated he is frustrated with observing the Council on television <br />for the last four to five meetings and while he starts viewing the meeting with normal blood pressure, <br />he is ending with high blood pressure. Mr. Dun suggested this is mainly driven by lack of preparation <br />of the City Council and City staff. He stated as a result of this, there is a potential for making <br />improper and perhaps bad decisions. He stated if they think they are doing good, he thinks they can <br />do a lot better as a Council. He noted the vote is usually two for, two against, and one floating in the <br />middle. He stated this is not representing the needs of the people of Lino Lakes and one should not <br />vote because they like the neighbor, or will garner election votes from that neighborhood. He stated <br />that is wrong and he has all but given up. <br />Mr. Dunn stated he is not on a vendetta but is trying to help make Lino Lakes a better place to live. <br />He stated his main concern is Birch Street and advised that his life was almost terminated less than <br />two weeks ago by a school bus driver, from White Bear Lake. He explained that he was making a left <br />turn on Birch Street when he saw, in his mirror, a bus approac. him, unable to stop. Mr. Dunn <br />stated the bus driver had two choices, hit him or pass on the righ 1 h is illegal. <br />Mr. Dunn stated he has repeatedly asked for help, as recent' <br />speeding and passing on the right. He emphasized that the <br />decisions regarding traffic. He reviewed the upcoming developments and projects and stated it is the <br />Council's responsibility to make this a better and safer community and he does not see that is <br />happening. <br />Mr. Dunn stated he appreciates the time provided him to present these concerns and he plans to <br />continue his message to the Council and staff. He stated that data is needed to make the right <br />decisions and urged the Council to resolve to do better which he believed they can and must do for <br />the citizens of Lino Lakes and those traveling through Lino Lakes. He stated that the data needed for <br />
