She noted the work session minutes are also late <br />in being posted. <br />Councilmember Dahl stated she has asked for the accident reports on Birch Street, which are now <br />outdated, and suggested all Councilmembers receive the accident update, which will help in making <br />decisions. <br />No one else was present for open mike. <br />FINANCE DEPARTMENT REPORT, AL ROLEK <br />Continuation of Public Hearing on Five -Year Financial Plan ek — Finance Director Rolek <br />explained that the continuation of the public hearing on the 5 ` cial Plan is scheduled for <br />tonight. At the September 4, 2002 Council work session, st recommended tabling the issue to <br />allow the Plan to be updated consistent with the proposeget and to extend the term of the <br />Plan to 2003-2007. He stated it is staff's intention to, n° ltthe 5 -Year Plan and present it to Council <br />at a November work session with a public hearing n December. <br />Finance Director Rolek recommended that the <br />Financial Plan to December 2, 2002 to receiv <br />Plan on December 9, 2002. A notice of p <br />hearing. <br />Councilmember O'Donnell moved <br />December 9, 2002. He state this is the final continuation of the petition for road improvements <br />along Holland Drive West and 1 Avenue. Mr. Barnes stated he moved into South Trappers about <br />a year ago and he and many families walk that street and find it to be very narrow. He stated he has <br />additional names to add to the petition and provided that information to City Clerk Blair. <br />Motion carried unanimously. <br />Finance Director Rolek noted it is staffs intent to advertise and post the rescheduled public hearing <br />date. <br />ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />Consider Setting Public Hearing for First Reading of Ordinance No. 11-02, Renewal of Cable <br />Communications Franchise Agreement, Dan Tesch — City Administrator Waite Smith advised that <br />5 <br />
