CITY COUNCIL WORK SESSION NOVEMBER 20, 2002 <br />APPROVED <br />• Mayor Bergeson advised a discussion needs to be held regarding road reconstruction <br />projects, state aid funding and Charter requirements. <br />• <br />This item will be on the Council work session agenda Wednesday, December 4, 2002, <br />5:30 p.m. <br />City Administrator Waite Smith advised a draft of the revised Five Year Plan will be sent <br />to the Charter Commission along with a note that the public hearing is scheduled on <br />December 9, 2002. <br />SPIRIT HILLS COMMERCIAL DEVELOPMENT, MICHAEL GROCHALA <br />Community Development Director Grochala advised the City received an e-mail and fax <br />from the County late today. The County has indicated what improvements will be <br />necessary for development in the Spirit Hills commercial development area. He reviewed <br />the necessary improvements noting the County also sent a concept plan. The specific <br />requirements and final concept plan will not be completed by the Council meeting on <br />Monday night. He stated he believes some components have to be put together but the <br />City and developer now have a good base to get the improvements and development <br />done. He indicated Council will have a staff report and recommendation by Friday. Mr. <br />Goertz, developer of Spirit Hills, is willing to put up a letter of credit for all of the <br />improvements adjacent to his site. <br />Councilmember Carlson asked what will happen to the City's property in that area. <br />Community Development Director Grochala advised the Public Works Department has <br />indicated they want to sell that property. <br />Councilmember Carlson stated she is concerned about how much the property is worth <br />and how much the City will be paid for it. <br />Community Development Director Grochala advised staff would like to continue to work <br />with the County and the developers to get the project and improvements done. The staff <br />recommendation will be to approve the rezoning and Spirit Hills development contingent <br />on a letter of credit and a timeline for the improvements. <br />Councilmember Dahl inquired about the history of a traffic signal on Birch and Hodgson. <br />She stated she has documentation indicating the County would put a signal at that <br />intersection. <br />Council directed staff to distribute the staff report, staff recommendation and any other <br />information as soon as possible. <br />Mr. Goertz advised he has all the necessary permits and he would like to start grading as <br />soon as possible. A letter of credit will be submitted for the improvements. <br />This item will appear on the regular Council agenda Monday, November 25, 2002, 6:30 <br />• p.m. <br />
