•
CITY COUNCIL WORK SESSION MAY 21, 2003
APPROVED
Community Development Director Grochala stated the City has to look at the
Comprehensive Plan and overall density for the next ten years. Down the line, more
single family units will be built.
Mayor Bergeson advised he does not have an issue with the sketch plan. It does
conceptually meet the Comprehensive Plan. He stated he does have an issue on where
the City is in terms of numbers of housing units being built.
Councilmember Dahl stated she has heard from neighbors regarding this plan. They were
very upset until they heard there would not be any single-family homes.
Mr. Goertz stated he has had another neighborhood meeting. He indicated he did show
the neighbors the location of the townhomes and it appeared there was not much
opposition to that location. He stated he would have more neighborhood meetings. He
stated he is all for a single family project, but needs Council direction. The only issue
with the single-family project is that it does not meet the Comprehensive Plan.
City Planner Smyser advised he does not believe the Metropolitan Council will approve a
Comprehensive Plan amendment for a single-family project.
Councilmember O'Donnell stated he believes the plan fits into the Comprehensive Plan.
He stated following the Comprehensive Plan and land use map is important.
Councilmember Dahl excused herself from the meeting at 6:45 p.m.
Councilmember Reinert stated he does not necessarily like high density projects but
believes the City should adhere to the Comprehensive Plan.
Mr. Goertz advised he would start work on the preliminary plat and bring it back for
Council review.
BRUGGEMAN HOMES, JEFF SMYSER
City Planner Smyser advised the site in question was discussed at a previous Council
work session. The City has received a revised site plan that does not include a gas
station. He reviewed the site plan noting access points and road improvements are the
same as what was outlined on the previous site plan. Staff does not know the exact
density at this time. The site is already within the MUSA. The plan will need a rezoning
to mixed use development. There is no Comprehensive Plan amendment necessary. The
phasing plan has yet to be determined. He indicated the developer would like feedback
on the revised site plan.
Mr. Paul Bruggeman, Bruggeman Homes, stated he would still like to pursue the site plan
with the additional commercial sites and gas station. However, that plan does not fit into
the Comprehensive Plan and it is time to move the plan forward.
Councilmember Reinert stated the site plan looks like there are approximately six units
per acre.
