• <br />CITY COUNCIL WORK SESSION MAY 21, 2003 <br />APPROVED <br />Community Development Director Grochala stated the City has to look at the <br />Comprehensive Plan and overall density for the next ten years. Down the line, more <br />single family units will be built. <br />Mayor Bergeson advised he does not have an issue with the sketch plan. It does <br />conceptually meet the Comprehensive Plan. He stated he does have an issue on where <br />the City is in terms of numbers of housing units being built. <br />Councilmember Dahl stated she has heard from neighbors regarding this plan. They were <br />very upset until they heard there would not be any single-family homes. <br />Mr. Goertz stated he has had another neighborhood meeting. He indicated he did show <br />the neighbors the location of the townhomes and it appeared there was not much <br />opposition to that location. He stated he would have more neighborhood meetings. He <br />stated he is all for a single family project, but needs Council direction. The only issue <br />with the single-family project is that it does not meet the Comprehensive Plan. <br />City Planner Smyser advised he does not believe the Metropolitan Council will approve a <br />Comprehensive Plan amendment for a single-family project. <br />Councilmember O'Donnell stated he believes the plan fits into the Comprehensive Plan. <br />He stated following the Comprehensive Plan and land use map is important. <br />Councilmember Dahl excused herself from the meeting at 6:45 p.m. <br />Councilmember Reinert stated he does not necessarily like high density projects but <br />believes the City should adhere to the Comprehensive Plan. <br />Mr. Goertz advised he would start work on the preliminary plat and bring it back for <br />Council review. <br />BRUGGEMAN HOMES, JEFF SMYSER <br />City Planner Smyser advised the site in question was discussed at a previous Council <br />work session. The City has received a revised site plan that does not include a gas <br />station. He reviewed the site plan noting access points and road improvements are the <br />same as what was outlined on the previous site plan. Staff does not know the exact <br />density at this time. The site is already within the MUSA. The plan will need a rezoning <br />to mixed use development. There is no Comprehensive Plan amendment necessary. The <br />phasing plan has yet to be determined. He indicated the developer would like feedback <br />on the revised site plan. <br />Mr. Paul Bruggeman, Bruggeman Homes, stated he would still like to pursue the site plan <br />with the additional commercial sites and gas station. However, that plan does not fit into <br />the Comprehensive Plan and it is time to move the plan forward. <br />Councilmember Reinert stated the site plan looks like there are approximately six units <br />per acre. <br />
