•
•
CITY COUNCIL WORK SESSION JULY 9, 2003
APPROVED
issues come out with the feasibility study. The City is moving forward with the 62nd
Street project.
Councilmember Carlson stated when approving projects, all issues should be cleared up
so there are not misunderstandings.
Councilmember O'Donnell stated the Council clearly made the decision to take the
barricade down and connect the roadway to 62nd Street. That is clear because of the trail
requirement. The 600 foot path that connects to the road is the only new piece of
information. That is unfortunate but it doesn't mean the City should revisit this issue.
Councilmember Reinert stated he agrees. The Council made a decision and should stick
to that decision.
City Engineer Studenski stated the funding for 62nd Street was not affected by the Elm
Street project. The barricades were always per the project per the City.
Councilmember Carlson stated she has not changed her mind either in relation to the
barricades.
Mayor Bergeson stated he is concerned that the route will become the route of choice for
many residents when the barricades come down. That route will then be cut off during
reconstruction of 62nd and residents will have to find a new route. He stated people
should be aware of that issue. He stated the previous decision made by the City Council
would stand. The barricades will come down when the City Engineer approves the
construction.
A resident present stated construction traffic is not coming in on the south side. She
asked that people be made aware of that when building permits are issued. She also
asked that the Police Department control the speed on that roadway.
SENIOR HOUSING PROJECT ON LAKE DRIVE, DAVE CRANDALL, JEFF
SMYSER
City Planner Smyser distributed a map of the area in question. He stated Mr. Crandall
has been talking to staff about the construction of a mixed use development with some
retail and senior housing. No formal application has been submitted.
Mr. Dave Crandall, Developer, stated he believes what he is proposing would be an asset
to the community. The project would include some senior condos, a restaurant and some
commercial development. The goal is to enable seniors to live more independently. The
project would save the state of Minnesota 40 — 60% on senior care costs.
Mayor Bergeson inquired about zoning and engineering issues. City Planner Smyser
advised the property is on one of the Performance Land Use zoning areas. That means
the land use will be determined. The property is currently zoned R-1. Utilities are
available. Staff does not see any obstacles to the project at this time.
