The City is moving forward with the 62nd <br />Street project. <br />Councilmember Carlson stated when approving projects, all issues should be cleared up <br />so there are not misunderstandings. <br />Councilmember O'Donnell stated the Council clearly made the decision to take the <br />barricade down and connect the roadway to 62nd Street. That is clear because of the trail <br />requirement. The 600 foot path that connects to the road is the only new piece of <br />information. That is unfortunate but it doesn't mean the City should revisit this issue. <br />Councilmember Reinert stated he agrees. The Council made a decision and should stick <br />to that decision. <br />City Engineer Studenski stated the funding for 62nd Street was not affected by the Elm <br />Street project. The barricades were always per the project per the City. <br />Councilmember Carlson stated she has not changed her mind either in relation to the <br />barricades. <br />Mayor Bergeson stated he is concerned that the route will become the route of choice for <br />many residents when the barricades come down. That route will then be cut off during <br />reconstruction of 62nd and residents will have to find a new route. He stated people <br />should be aware of that issue. He stated the previous decision made by the City Council <br />would stand. The barricades will come down when the City Engineer approves the <br />construction. <br />A resident present stated construction traffic is not coming in on the south side. She <br />asked that people be made aware of that when building permits are issued. She also <br />asked that the Police Department control the speed on that roadway. <br />SENIOR HOUSING PROJECT ON LAKE DRIVE, DAVE CRANDALL, JEFF <br />SMYSER <br />City Planner Smyser distributed a map of the area in question. He stated Mr. Crandall <br />has been talking to staff about the construction of a mixed use development with some <br />retail and senior housing. No formal application has been submitted. <br />Mr. Dave Crandall, Developer, stated he believes what he is proposing would be an asset <br />to the community. The project would include some senior condos, a restaurant and some <br />commercial development. The goal is to enable seniors to live more independently. The <br />project would save the state of Minnesota 40 — 60% on senior care costs. <br />Mayor Bergeson inquired about zoning and engineering issues. City Planner Smyser <br />advised the property is on one of the Performance Land Use zoning areas. That means <br />the land use will be determined. The property is currently zoned R-1. Utilities are <br />available. Staff does not see any obstacles to the project at this time. <br />
