CITY COUNCIL WORK SESSION JULY 9, 2003 <br />APPROVED <br />Mr. Crandall stated he is willing to work with the City so the project is beneficial both to <br />• him and the City. <br />Councilmember O'Donnell stated this type of project is what he envisioned for the <br />Village. He stated it might make sense for the two developers to work together on the <br />Village site. <br />Councilmember Carlson stated she is concerned about the Comprehensive Plan and the <br />number of units that are available. There is no restriction for the number of units in the <br />Village. Park dedication is also a concern. Senior housing needs to be affordable. <br />Councilmember Reinert stated he is concerned about the competition for the Village. <br />Mayor Bergeson stated the Council needs time to think about the proposed project. <br />Community Development should review the project also. He stated the project calls for a <br />tall building in an area that has single family, single story homes. A bigger presence on <br />Lake Drive would be less intrusive. <br />LIVABLE COMMUNITIES GRANT APPLICATION, MARY ALICE DIVINE, <br />MICHAEL GROCHALA <br />Economic Development Assistant Divine advised there is a resolution authorizing <br />application for a development grant through the Livable Communities Demonstration <br />Program. The City is asking for $1,297.250 to help pay for amenities in the Village. <br />•Thirty-six cities have applied for a grant. There is $7.9 million available. The <br />application process requires a resolution of support from the Council by July 31, 2003. <br />• <br />Councilmember Reinert inquired about any obligation of the City if the City receives the <br />grant. Economic Development Assistant Divine stated there is no obligation by the City <br />because the City does not have a development agreement yet. The application is based on <br />what the City knows at this time and things will change. <br />This item will appear on the regular Council agenda Monday, July 14, 2003, 6:30 p.m. <br />62ND STREET ROAD IMPROVEMENTS, JIM STUDENSKI <br />City Engineer Studenski referred to a memo that was previously distributed regarding <br />options for the 62nd Street reconstruction project. He pointed out the areas on a map that <br />would need MUSA for the project. <br />Community Development Director Grochala stated at this point, the City should forego <br />the Comprehensive Plan amendment for MUSA. That would eliminate the assessments <br />on the south side of the road. That would also make sanitary service available after 2010. <br />Some residents have asked if they could be assessed now while agreeing not to develop <br />until after 2010. The City Attorney has indicated that would be possible but it would be <br />very difficult. One -hundred percent of the property owners would have to agree to that. <br />Also, the way the land is set up some assessments may not be necessary. <br />
