CITY COUNCIL WORK SESSION JULY 9, 2003 <br />APPROVED <br />Community Development Director Grochala advised staff would like to have another <br />• neighborhood meeting to explain the options that are available. <br />• <br />• <br />Councilmember Carlson stated with the preferred staff option for the project, one small <br />section of the road would not be reconstructed. She inquired about the economics of <br />going back to reconstruct that section later. <br />Community Development Director Grochala stated the intent is to do that small section of <br />the road as part of the Red Maple Lane project. That stretch of road is serviceable. <br />Councilmember Carlson asked if the City would assess the property owners in the future <br />for what would be done to the roadway now. Community Development Director <br />Grochala stated the City has two fees that are charged to developers when the property is <br />developed. Those fees would cover the costs of the work being done now. <br />It was the consensus of the Council to have staff schedule a neighborhood meeting <br />regarding the 62°d Street road reconstruction project. <br />MARSHAN LANE UTILITIES, JIM STUDENSKI <br />Community Development Director Grochala stated the City previously received a <br />petition for road improvements on Marshan Lane. In 2001 a feasibility study was started <br />to extend sewer and water. A public hearing was held and the City received a counter <br />petition. There is still interest in constructing sewer and water in that area. The cost of <br />the assessments and the Surface Water Management Fee are issues. The Surface Water <br />Management Fee was questioned because no storm sewer will go in. The condition of <br />utilities in that area is an issue. Staff would like to move forward with the preparation of <br />plans and specifications for the project. A neighborhood meeting would then be held to <br />determine how much of the costs the City can recoup when residents hook up. <br />Councilmember Carlson asked how the project has financially changed. Community <br />Development Director Grochala stated the City would know more when the plans and <br />specifications are done. Staff would also like to see how much the City could recoup <br />without the Surface Water Management Fee. <br />Councilmember Carlson asked if the storm water improvements would be included in the <br />costs. Community Development Director Grochala stated storm sewer improvements <br />would not be included because they are not part of the project. <br />Councilmember Carlson stated she has some concern that storm water improvements <br />would not be part of the project. She stated she hopes that issue can be cleared up at the <br />neighborhood meeting. She indicated she also has concerns about other issues of the <br />residents including the surveys. <br />Community Development Director Grochala stated none of the legal descriptions match <br />up. That issue is being worked on. There is no road easement on Marshan Lane. The <br />City is entitled to some right-of-way. The developer is working on correcting deed <br />actions where necessary. <br />
