Consideration of Resolution No. 03-115, Approving Conditional Use Permit, Discount <br />172 Tire, Michael Grochala <br />173 <br />174 Community Development Director Grochala summarized the staff report, noting there would be no <br />175 other work done at this location besides tire repair and replacement. <br />176 <br />177 Councilmember Carlson stated she noticed in the report the amount of impervious surface was almost <br />178 at the maximum, and the Environmental Board recommended they change some of the parking stalls <br />179 to pervious surface. She asked if the number of parking stalls could be reduced, since they have more <br />180 than required. <br />181 <br />182 Community Development Director Grochala indicated staff did review this with the developer, noting <br />183 the code allows up to 75% impervious surface, and this proposal is at 73.3%. He agreed they have <br />184 more parking than the City requires, however from the developers' experience of how they move <br />185 vehicles in and out, they wished to stay with this amount of parking. He indicated net lawn is not of <br />186 interest to them at this time. He advised the whole site was designed with that amount of impervious <br />187 surface in mind. <br />188 <br />189 Councilmember Carlson asked how net lawn was working. Community Development Director <br />190 Grochala indicated the only site they have seen it on is a branch of Lino Lakes State Bank, and he <br />.91 does not know if it has gone through a winter yet.
