• <br />• <br />• <br />CITY COUNCIL WORK SESSION AUGUST 6, 2003 <br />APPROVED <br />1 <br />2 Ms. Quad advised she would write a letter to the contractor regarding maintenance issues, <br />3 the elimination of the monitoring system and reimbursement of consulting fees. <br />4 <br />5 REVIEW OF SURFACE WATER MANAGEMENT PLAN, MICHAEL <br />6 GROCHALA, JIM JACQUES (TKDA) <br />7 <br />8 Community Development Director Grochala stated TKDA has been working with City <br />9 staff since last fall on the Surface Water Management Plan. Staff is requesting <br />10 authorization to distribute the plan to other agencies for review and comment. <br />11 <br />12 Mr. Jim Jacques, TKDA, reviewed some background of the Surface Water Management <br />13 Plan and the Clear Water Act. He referred to the Executive Summary of the plan noting <br />14 the general goals and specific goals. The finance goal of the plan is the most important. <br />15 Without finances to implement the plan, the plan is useless. <br />16 <br />17 Councilmember Carlson asked if Centerville Lake is included in the plan. Mr. Jacque <br />18 stated the classification of Centerville Lake was challenged because there is a watershed <br />19 area around the lake. That does not mean the City does not want to improve the water <br />20 quality of Centerville Lake. <br />21 <br />22 Acting Mayor Reinert inquired about the concerns of the Environmental Board in regard <br />23 to the plan. Mr. Jacque referred to page 2 of the plan in relation to cooperation and <br />24 participation with other agencies. All of the Environmental Board's concerns were <br />25 incorporated into the document. <br />26 <br />27 Community Development Director Grochala asked the Council to review the plan before <br />28 it is approved for publication. This item is not on the regular Council agenda Monday <br />29 night. <br />30 <br />31 Mr. Jacques advised he could attend the next Council work session if there are additional <br />32 questions. <br />33 <br />34 CONSIDER BAR CLOSING HOURS, LINDA WAITE SMITH, DAVE PECCHIA <br />35 <br />36 City Administrator Waite Smith advised Councilmembers were emailed a memo <br />37 regarding this issue. The legislature has decided cities can allow bars to remain open <br />38 until 2:00 a.m. unless they set more restrictive hours by ordinance. The City's ordinance <br />39 states bars must close at 1:00 a.m. The City has received a request from Mr. Chad <br />40 Wagner to change the ordinance to allow bars to remain open until 2:00 a.m. If the <br />41 Council approves that request, the ordinance would have to be amended. She noted the <br />42 City of Blaine has not yet changed the bar closing time. Hugo and Centerville have <br />43 aclosing time of 2:00 a.m. and Lexington and Forest Lake still have a closing time of <br />44 1:00 a.m. <br />45 <br />46 Mr. Chad Wagner, Millers on Main, stated Spring Lake Park is changing their closing <br />47 time due to a request. This is an economic issue for bar owners. To stay competitive <br />48 with surrounding communities the ordinance should be changed. He noted his <br />
