COUNCIL MINUTES OCTOBER 13, 2003 <br />APPROVED <br />• 822 <br />823 H. Consideration of Resolution No. 03-176, Accepting Bids and Awarding Contract, <br />824 Century Trail Lift Station, Jim Studenski <br />825 <br />826 City Engineer Studenski presented the Staff report, indicating Staff recommends approval of the <br />827 resolution. <br />828 <br />829 Councilmember Carlson moved to adopt Resolution No. 03-176 accepting bids and awarding a <br />830 construction contract for Century Trail Lift Station project. Councilmember Dahl seconded the <br />831 motion. <br />832 <br />833 Motion carried unanimously. <br />834 <br />835 Resolution No. 03-176 can be found in the City Clerk's office. <br />836 <br />837 I. Consideration of Resolution No. 03-181, Authorizing Engineering and Architectural <br />838 Services for Woods Edge (the Village) Development, Michael Grochala <br />839 <br />840 Community Development Director Grochala summarized the Staff report, indicating Hartford Group <br />841 has agreed to pay 80% of the cost based on a pro -rated portion of land that they control. He indicated <br />842 the City's portion of the costs, $19,923, will be paid through the remaining Livable Communities <br />843 money available from the 1997 grant and 2003 economic development funds budgeted for this <br />41) 844 project. <br />845 <br />846 Councilmember Reinert asked how many units are in this development. Community Development <br />847 Director Grochala indicated there were 450, which is about 13 units per acre. He stated the allowable <br />848 number of units per acre in this area of the Village is 12 to 24. <br />849 <br />850 Councilmember Reinert asked when they would see a plan. Community Development Director <br />851 Grochala stated hopefully in December. They are anticipating starting the review process in <br />852 November and will bring it to a work session. <br />853 <br />854 Councilmember Reinert asked why they would want to spend $20,000 before they see something <br />855 from the developer. Community Development Director Grochala stated Staff is seeing a lot. The <br />856 $20,000 is being used for the regulating plan; taking the master plan and tying it into the survey to <br />857 define public boundaries, etc. He stated whether or not the Hartford project goes through this will be <br />858 valuable information, and they should have done it a year and a half ago. <br />859 <br />860 Councilmember Reinert stated that convinces him, since they will have to do something there even if <br />861 it is not the Hartford project. He asked what the shelf life of the information would be. Community <br />862 Development Director Grochala indicated it would be indefinitely valuable. <br />863 <br />864 Councilmember Carlson stated when they did the EAW for Marsh End Industrial Park they had a <br />865 letter from Mn/Dot asking for a study of the area. She asked if this would fulfill that request. <br />1166 Community Development Director Grochala stated it was tying it together. The study paid for by the <br />867 Industrial Park and Hartford should be done in a few weeks, and they are trying to tie everything <br />19 <br />
