COUNCIL MINUTES OCTOBER 13, 2003 <br />APPROVED <br />110 321 <br />322 Community Development Director Grochala stated in terms of ramifications, if the City Council were <br />323 to start the process tonight it would start the appeal process, but would not lock the City in for <br />324 awarding the contract. City Attorney Hawkins verified that was correct. <br />325 <br />326 Community Development Director Grochala asked if adopting the roll would limit the City Council's <br />327 right to make modifications to the plan. City Attorney Hawkins stated it would not; they could do an <br />328 amendment at a later date through a similar process as this. <br />329 <br />330 Councilmember Reinert indicated this was what he was referencing. He asked what other options <br />331 there may be. Community Development Director Grochala stated there are not many, other than <br />332 looking for other funding sources. Mayor Bergeson asked if not building the road was an option. <br />333 Community Development Director Grochala stated it was a consideration. <br />334 <br />335 Councilmember Carlson asked if they could get the minutes from the Centerville meeting, since <br />336 Centerville was in the same situation and had approved it. Community Development Director <br />337 Grochala explained they did approve it, but would be contributing money to the project, which Lino <br />338 Lakes may have to consider. <br />339 <br />340 Mayor Bergeson moved to table action on the 20 Avenue Street and Storm Sewer Improvements to <br />341 the next work session and October 27, 2003 City Council meeting. Councilmember Reinert seconded <br />342 the motion. <br />.343 <br />344 Councilmember Dahl asked if they were not back where they started except the estimate is going to <br />345 be higher. She asked if that was a strong or remote possibility, given that the contractor wanted to <br />346 start this fall. City Engineer Studenski indicated it is a possibility. Staff will have to contact the <br />347 contractor and it opens up the bid for evaluation of how the delay affects the contract. He indicated <br />348 the contractor did want to start as soon as possible. Councilmember Dahl verified it is a possibility <br />349 the cost could go up. City Engineer Studenski stated it is a possibility, but the assessment could not <br />350 go higher than what has been proposed without going through the whole process again. <br />351 <br />352 Motion carried unanimously. <br />353 <br />354 C. 2004-2005 Street Improvement Project, Jim Studenski <br />355 <br />356 Mayor Bergeson noted Councilmember Reinert, as acting mayor, would be conducting the public <br />357 hearing on this item, as he (Mayor Bergeson) is an affected property owner. <br />358 <br />359 City Engineer Studenski presented the Staff report and introduced Scott Brink of TKDA. <br />360 <br />361 Mr. Brink explained the technical details if the project moves forward. He stated starting with the <br />362 Shenandoah area, it currently meets City standards for width, however the pavement condition is <br />363 showing signs of deterioration. He indicated the road was built in 1976, with quite a bit of patching, <br />364 sealcoating and crack repair over the years. He noted most roads, with proper maintenance, last 25 <br />065 years, so they have reached the road's life expectancy. He added drainage also plays a factor in the <br />66 life of a road. He advised they would be taking out the street, putting in new curb and gutter and <br />8 <br />
