COUNCIL MINUTES NOVEMBER 10, 2003
APPROVED
95 Community Development Director Grochala summarized the Staff report, indicating the
•96 Environmental Board reviewed the draft EAW on November 6, 2003 and recommended approval of
97 the document for distribution and public comment. He added Staff is also recommending approval.
98
99 Councilmember Carlson indicated that related to the Hartford Group and the YMCA, she is aware the
100 YMCA is on property dedicated for public service, however there has been talk about moving that
101 around. She was concerned about the language indicating the Hartford Group has control of the land,
102 except for that parcel. Mr. VanWormer from SEH stated the YMCA will be working with the
103 Hartford Group.
104
105 Mr. VanWormer from SEH indicated in the EAW they provide basic information, and they have
106 attached a memo with more detail. He stated they are also running a computerized model showing
107 the traffic, and have completed an entire model of the development site with information from Target
108 and the complete buildout of the development. He indicated they have found it can work. He stated
109 traffic will get through with approximately the same delays you are seeing now, but it should be a
110 little easier with a traffic light. He stated they will run a few more models and meet with Mn/Dot, but
111 this should provide the answers Mn/Dot needed.
112
113 Mayor Bergeson asked if when Mr. VanWormer says the traffic works, does that mean they stay on
114 the low priority list for the County and Mn/Dot. Mr. VanWormer indicated only for 2005. He does
115 not think the traffic will work for long. He stated they also have some geometries of turn lanes that
116 should get the attention of Mn/Dot and the County. He indicated the traffic will work, but will not be
117 a final design; somebody will have to do something.
.18
1.19 Community Development Director Grochala stated they are ready to go forward and get the EAW
120 distributed. He indicated he does believe traffic will be a bigger issue on the project, and is hoping
121 the steps they have taken and steps they continue to take will get the city a positive result.
122
123 Councilmember O'Donnell moved to adopt Resolution No. 03-204 approving distribution of the
124 Environmental Assessment Worksheet for the Legacy at Woods Edge (Village) Project.
125 Councilmember Reinert seconded the motion.
126
127 Motion carried unanimously.
128
129 Resolution No. 03-204 can be found in the City Clerk's office.
130
131 B. Public Hearing, Consider lst Reading of Ordinance No. 22-03, Vacating Ingress and
132 Egress Easement, Raven's Hollow Development, Jeff Smyser
133
134 City Planner Smyser summarized the Staff report.
135
136 Mayor Bergeson opened the public hearing at 7:00 p.m.
137
138 Councilmember Carlson moved to close the public hearing at 7:00 p.m. Councilmember O'Donnell
139 seconded the motion.
140
41 Motion carried unanimously.
1.42
3
