COUNCIL MINUTES NOVEMBER 10, 2003 <br />APPROVED <br />95 Community Development Director Grochala summarized the Staff report, indicating the <br />•96 Environmental Board reviewed the draft EAW on November 6, 2003 and recommended approval of <br />97 the document for distribution and public comment. He added Staff is also recommending approval. <br />98 <br />99 Councilmember Carlson indicated that related to the Hartford Group and the YMCA, she is aware the <br />100 YMCA is on property dedicated for public service, however there has been talk about moving that <br />101 around. She was concerned about the language indicating the Hartford Group has control of the land, <br />102 except for that parcel. Mr. VanWormer from SEH stated the YMCA will be working with the <br />103 Hartford Group. <br />104 <br />105 Mr. VanWormer from SEH indicated in the EAW they provide basic information, and they have <br />106 attached a memo with more detail. He stated they are also running a computerized model showing <br />107 the traffic, and have completed an entire model of the development site with information from Target <br />108 and the complete buildout of the development. He indicated they have found it can work. He stated <br />109 traffic will get through with approximately the same delays you are seeing now, but it should be a <br />110 little easier with a traffic light. He stated they will run a few more models and meet with Mn/Dot, but <br />111 this should provide the answers Mn/Dot needed. <br />112 <br />113 Mayor Bergeson asked if when Mr. VanWormer says the traffic works, does that mean they stay on <br />114 the low priority list for the County and Mn/Dot. Mr. VanWormer indicated only for 2005. He does <br />115 not think the traffic will work for long. He stated they also have some geometries of turn lanes that <br />116 should get the attention of Mn/Dot and the County. He indicated the traffic will work, but will not be <br />117 a final design; somebody will have to do something. <br />.18 <br />1.19 Community Development Director Grochala stated they are ready to go forward and get the EAW <br />120 distributed. He indicated he does believe traffic will be a bigger issue on the project, and is hoping <br />121 the steps they have taken and steps they continue to take will get the city a positive result. <br />122 <br />123 Councilmember O'Donnell moved to adopt Resolution No. 03-204 approving distribution of the <br />124 Environmental Assessment Worksheet for the Legacy at Woods Edge (Village) Project. <br />125 Councilmember Reinert seconded the motion. <br />126 <br />127 Motion carried unanimously. <br />128 <br />129 Resolution No. 03-204 can be found in the City Clerk's office. <br />130 <br />131 B.
