COUNCIL MINUTES MARCH 8, 2004 <br />APPROVED <br />332 <br />• <br />333 Mr. Coyle advised the re -zoning and development plan are the first steps. He stated if blessed with <br />334 approval they will roll up their sleeves and proceed with the details and financial aspects of the <br />335 project. He indicated the Hartford Group supports staff's recommendation and conditions of <br />336 approval. He stated they are excited to be here, and comment Lino Lakes for holding to the vision of <br />337 what they wanted the property to be. <br />338 <br />339 Councilmember Carlson noted that on page 14 of the Development Guide, the 2nd paragraph talks <br />340 about land use plan. She asked if the last sentence contradicts. Community Development Director <br />341 Grochala advised it is included in the Comprehensive Plan as 10 to 24 units, and they have <br />342 incorporated that into residential use. He stated where it gets confusing is this is mixed uses. He <br />343 indicated it was originally shown as 10 to 30 units; however that was brought back to 10 to 24 units <br />344 to match the Comprehensive Plan. He noted it is further defined by area in the mixed use <br />345 development because of layout of sites. He stated they need to keep in mind all of the property is not <br />346 being platted. The parking space and open space is taken out, so the density appears to be much <br />347 smaller. <br />348 <br />349 Councilmember Carlson asked if someone looking at the Comprehensive Plan could say it would be <br />350 okay to build more than 450 units because 450 units is only building to 13.02 per acre. Community <br />351 Development Director Grochala stated what they have done here is stipulated the maximum number <br />352 of units by area in the ordinance. <br />353 <br />354 Councilmember Carlson indicated there is never a mention of senior housing, and when the density <br />355 was set it was conditioned on some of the housing being senior housing. She stated she is aware it <br />056 went to Planning and Zoning and more market studies are being done because of projects taking place <br />357 surrounding Lino Lakes, but she indicated Lino Lakes is a big geographical area, and there are a <br />358 number of people looking for senior housing for themselves or their parents. She asked how they can <br />359 be assured there will be senior housing in this development. <br />360 <br />361 Community Development Director Grochala stated the developers fully intend to have senior <br />362 housing; however they are doing more market studies to see what can be supported in Lino Lakes. <br />363 He agreed that senior housing and affordable housing are not specified, but he believes their security <br />364 blanket is the Development Agreement. <br />365 <br />366 Ms. Kautz stated they are working with a marketing firm specifically for seniors to identify price <br />367 points for senior housing. She reinforced they fully intend to have senior housing in this <br />368 development. Councilmember Carlson stated she brought up the subject to have it on the record. She <br />369 commented there are several communities around Lino Lakes that are addressing this issue and she <br />370 feels the Council needs to make sure their residents know they are addressing it also. <br />371 <br />372 Councilmember Carlson inquired about the park dedication, noting no details are provided on how it <br />373 will be determined. Community Development Director Grochala stated they will have a park <br />374 dedication, but are working through how to handle it with the mixed use. He stated it has been <br />375 suggested they calculate per unit on the residential, and per acre on the portion that has only <br />376 commercial buildings. He indicated they also need to work through how to handle the land <br />377 dedication. He advised he is working with Rick DeGardner on thoughts of how to take the dollars <br />378 and use them for trails and pedestrian access within this development area. <br />.379 <br />8 <br />
