COUNCIL MINUTES MARCH 8, 2004 <br />APPROVED <br />380 Councilmember Carlson asked if `Operations and Maintenance' includes licensing of rental units, <br />81 since licensing of rental units is mentioned in the Comprehensive Plan. She believes they should be <br />382 working on that in conjunction with this development. Community Development Director Grochala <br />383 stated the Comprehensive Plan does call for development of a licensing of rental units, and Staff <br />384 needs to look at it. He indicated it is somewhat labor intensive in regard to inspections and other <br />385 aspects, so they need to have a solid plan when they proceed. He stated it is definitely something they <br />386 are keeping in mind. <br />387 <br />388 Mayor Bergeson stated their goal when they talked about rental licensing was not to make it another <br />389 ominous requirement for developers, but a long-term goal to ensure the quality of rental units in Lino <br />390 Lakes for the future. <br />391 <br />392 Councilmember Dahl stated she was one of the City Council members also concerned about senior <br />393 housing, and noted former City Councilmember Andy Neal was a stout supporter of senior housing. <br />394 She added she also was a supporter of assisted living units since she was in that position a few years <br />395 ago with her parents. She stated she is also concerned about park dedication, since she was a <br />396 supporter along with Councilmember Carlson and Councilmember Reinert in getting the current park <br />397 dedication requirements through the City Council. She asked how many units were in this <br />398 development. Community Development Director Grochala responded there are 450. <br />399 <br />400 Councilmember Dahl stated she realizes the developer will get a one acre credit, but she verified the <br />401 city would still get $1,665 per unit minus the one acre credit. Community Development Director <br />402 Grochala added they would also subtract the 10% green space in the town home area. He stated Staff <br />403 would like to have those park dedication dollars put back into this development. Councilmember <br />.04 Dahl indicated she has no problem with that approach. <br />405 <br />406 Councilmember Stoltz applauded Community Development Director Grochala and his staff. He <br />407 acknowledged this has taken a lot of work, and thanked them for bringing him up to speed. He <br />408 clarified the Council is approving the footprint so the Hartford Group can do a feasibility study. He <br />409 offered a word of caution that while they all want a nice mix of commercial, retail and residential, <br />410 they will have to be flexible as they move along. He verified the Development Agreement provides <br />411 the overall control of what they will get. Community Development Director Grochala stated that was <br />412 correct. <br />413 <br />414 Mayor Bergeson asked that assuming the Hartford Group receives timely approvals, what the time <br />415 table is to move forward. Ms. Kautz stated they will start as soon as the City gets the streets down so <br />416 the Hartford Group can get equipment into the site. She noted they did have one use that is anxious <br />417 to be open by Thanksgiving; however Community Development Director Grochala had informed <br />418 them that may be unrealistic. She stressed they would get product on site as soon as possible. <br />419 <br />420 Community Development Director Grochala stated they talked about some site plan review necessary <br />421 in conjunction with the plans and specifications, and indicated they could potentially see plans in <br />422 August. <br />423 <br />424 Councilmember Carlson moved to approve the FIRST READING of Ordinance No. 04-04, amending <br />425 the Zoning Ordinance of the City of Lino Lakes by rezoning certain real estate from LB, Limited <br />426 Business District to PUD, Planned Unit Development.
