Mr. Vaughan has also met with the <br />2 DNR and reviewed the proposed bridge in relation to the permit that previously issues. <br />3 The DNR has indicated the proposed bridge would fall into the criteria that the permit <br />4 was based on. The proposed bridge is one foot above the 100 -year flood line. <br />5 <br />6 Community Development Director Grochala advised staff would firm up the details of <br />7 the bridge and put together the information on the EAW and the next step in the process. <br />8 Property owners in the area will be notified regarding a neighborhood meeting. <br />9 <br />10 Community Development Director Grochala noted the EAW does not go to the Planning <br />11 and Zoning Board but would be presented to the Environmental Board for a <br />12 recommendation. The recommendation will then be forwarded to the City Council. A <br />13 letter from the DNR regarding the bridge will be included in the findings. He noted the <br />14 bridge is approximately 300 feet long. <br />15 <br />16 LEASING OF CITY PROPERTY ADVISORY, RICK DEGARDNER <br />17 <br />18 Public Services Director DeGardner advised Councilmember Dahl had inquired about <br />19 someone leasing the athletic complex property to farm the land. <br />20 <br />21 Councilmember Dahl stated someone approached her about farming the land because it is <br />22 not being used. She stated she then called City Hall to find out if there was an agreement <br />23 in relation to farming the land with the previous owner of the property. The individual <br />24 indicated he would pay $30-50 dollars per acre. <br />25 <br />26 Mayor Bergeson inquired about any legal requirements to lease the land. Public Services <br />27 Director DeGardner advised approving the land to be leased would require a 4/5 vote <br />28 from the City Council. Advertisement of the leasing would not be required. However, <br />29 staff would need to be careful about negotiating a price with only one individual. <br />30 <br />31 Mayor Bergeson stated the Council could authorize staff to advertise the leasing in the <br />32 City newsletter so it would be open to everyone. <br />33 <br />34 Council directed staff to negotiate with the interested party to lease the land for this <br />35 season only. It is the City's intent to open up the process for all interested parties next <br />36 season. <br />37 <br />38 BODY WORKS GYM EXPANSION UPDATE, MICHAEL GROCHALA <br />39 <br />40 Community Development Director Grochala distributed a packet of correspondence <br />41 regarding the Body Works Gym expansion between the City and the owner of the <br />42 business. The expansion plans come back to the City approximately every six months. <br />43 The City has received several phone calls from residents in the past few months regarding <br />44 this issue. <br />45 <br />46 Community Development Director Grochala reviewed the history of the Conditional Use <br />47 Permit that was issued to Body Works Gym by the City.
