CITY COUNCIL WORK SESSION SEPTEMBER 22, 2004 <br />APPROVED <br />1 Community Development Director Grochala stated that as a possible incentive to <br />2 facilitate conservation developments, staff has been evaluating options that would <br />3 provide development -phasing flexibility while still meeting the Comprehensive Plan's <br />4 policy of "limit residential growth to an average of 147 units per year...". Staff is <br />5 working with the City Attorney and Jeff Shoenbauer to prepare language for a proposed <br />6 ordinance amendment to facilitate this approach. Staff is proposing to hold a public <br />7 hearing on the amendment at the October 13, 2004 Planning & Zoning Board meeting. <br />8 <br />9 Community Development Director Grochala noted the proposed amendment is not a <br />10 commitment from the City to the Fox Den project. In addition, staff does not believe the <br />11 proposed amendment would set precedence in terms of future conservation <br />12 developments. <br />13 <br />14 PLANNING LOAN APPLICATION — I -35E AUAR, MARY DIVINE <br />15 <br />16 Community Development Coordinator Divine advised City staff has requested a scope, <br />17 process and cost estimate from Dalgren, Shardlow and Uban (DSU) to complete an <br />18 Alternative Urban Areawide Review (AUAR) for the I -35E corridor. DSU will be <br />19 working with a consultant team that will include Applied Ecological Services, URS <br />20 Corporation, TKDA and the 106 Group Ltd., all groups who have been involved <br />21 previously in Lino Lakes with natural resources, traffic analysis, engineering and cultural <br />22 resources. <br />23 <br />• 24 Community Development Coordinator Divine stated staff is working with these groups to <br />25 refine the scope and process, and anticipates the final cost of the AUAR, which may take <br />26 up to a year to complete, in the range of $250,000. Potential funding sources include <br />27 Hardwood Creek, LLC, (the development team working on a master plan for the 360 -acre <br />28 parcel on 35E), Anoka County, the City's surface water management and trunk utility <br />29 funds, and community development department budget. <br />30 <br />31 Community Development Coordinator Divine advised the Metropolitan Council offers <br />32 planning assistance loans for completing activities within the City that encourage <br />33 effective planning and create more livable communities, and that implement the <br />34 Council's regional development framework. <br />35 <br />36 Community Development Coordinator Divine stated Resolution No. 04 —138 authorizing <br />37 application for a loan in the amount of $75,000 to be used as a funding source for <br />38 completing the AUAR. Loans are interest free, and not to exceed three years, although <br />39 exceptions can be made to extend the loan to five years.
