Consideration of Resolution No. 05-40, Approving Development Agreement, Highland <br />139 Meadows East 2"d Addition, Jim Studenski <br />140 <br />141 City Engineer Studenski summarized his report, indicating Staff recommends approval. <br />142 <br />143 The applicant, Steve Schmidt, stated he is seeing an assessment on individual units, however he <br />144 believes many of those should have been paid by the title company. He asked to have Staff re - <br />145 evaluate these fees. He also questioned the requirement of having roads and utilities completed <br />146 before building permits are issued. <br />147 <br />148 City Engineer Studenski advised that as of last year, the City did implement the policy of having <br />149 certain portions of the roads and utilities completed before building permits are issued. He noted <br />150 there is an allowance for one model home per ten acres of development land so the builders can get <br />151 started selling. He noted this policy was changed because they had situations where the roads were <br />152 not ready, or temporary gas tanks were used because the utilities were not available, and they wanted <br />153 to avoid this type of situation. <br />154 <br />155 Mr. Schmidt indicated he has no problem providing a guarantee that these things will get done, but he <br />156 has two kinds of buildings they will be using and would like to provide models of each this year. City <br />57 Engineer Studenski indicated Staff could work with the developer concerning the model home factor; <br />IP58 however they do not want to get in the situation of having a lot of homes built before the other <br />159 elements are completed. He stated that concerning the assessments, Staff has reviewed the costs and <br />160 none were duplicated; however they can double check the records. <br />161 <br />162 Councilmember Reinert moved to adopt Resolution No. 05-40 approving Development Agreement, <br />163 Highland Meadows East 2nd Addition. Councilmember Carlson seconded the motion. <br />164 <br />165 Motion carried unanimously. <br />166 <br />167 Resolution No. 05-40 can be found in the City Clerk's office. <br />168 <br />169 C. Consideration of Resolution No. 05-41, Approving Development Agreement, Millers <br />170 Crossroads 2"d Addition, Jim Studenski <br />171 <br />172 City Engineer Studenski summarized the Staff report, indicating Staff is recommending approval of <br />173 this request. <br />174 <br />175 Councilmember Reinert asked if this addition is the same as previous additions in this development, <br />176 which he believes to be sub -standard. City Engineer Studenski stated this addition of the <br />177 development is the same as the previous additions. <br />178 <br />�79 Councilmember Carlson moved to adopt Resolution No. 05-41 approving Development Agreement <br />180 for Millers Crossroads 2nd Addition.
