Consideration of Resolution No. 05-42, Approving Preparation of Plans and <br />187 Specifications, Well No. 5 Pumphouse, Jim Studenski <br />188 <br />189 City Engineer Studenski summarized the Staff report, indicating Staff recommends approval of the <br />190 request. <br />191 <br />192 Councilmember Dahl asked if this well will satisfy the city demands for quite awhile, or if another <br />193 well would be needed soon. City Engineer Studenski indicated that as stated in their well plans, <br />194 another well will be needed soon. He stated that it is not only difficult to keep up with demands on <br />195 hot days now, but if a well were to go down for any reason they would have an issue of vulnerability. <br />196 He indicated that adding another well in the near future would allow them to perform maintenance on <br />197 the existing wells or protect the city if something should happen to an existing well. <br />198 <br />199 Councilmember Reinert stated he remembers from the plan the Council reviewed a few years ago <br />200 there were eight wells total, and this well is actually two to three years behind. City Engineer <br />201 Studenski verified that was correct. <br />.02 <br />03 Councilmember Carlson noted that originally, this well was not on this site on the Comprehensive <br />204 Water Plan the Council approved. She asked how large developments such as the Village will help <br />205 offset the cost of this well to the taxpayers. <br />206 <br />207 Community Development Director Grochala indicated funding for the wells comes from the trunk <br />208 utility charges. He explained that Area Unit Charges, which all new development has to pay, are <br />209 demand charges. He stated any development that goes in adds demand to the systems, and is charged <br />210 per acre as well as per unit, so as development takes place, new money is put in this fund to handle <br />211 upcoming needs. He noted the last well was constructed in the city in 1996, and since then City Hall, <br />212 Kohl's, Target, the industrial park and much of the east side development has been added, all of <br />213 which paid into this fund. <br />214 <br />215 Councilmember Carlson questioned if the money is in this fund to pay for a new well. Community <br />216 Development Director Grochala stated it is part of the City's Five-year Capital Improvement Fund, <br />217 and was included in the 2003 plan. He stated the fund is identified as a funding source for Well No. <br />218 5, however the Finance Director would need to determine exactly how the funds are used. He noted <br />219 that lift stations and other things are also paid for with this fund. <br />220 <br />221 Councilmember Carlson asked if the City would be bonding for this well also. Community <br />222 Development Director Grochala indicated he does not know at this time. <br />223 <br />•24 Mayor Bergeson asked Staff to provide the Council with a report on the monies available in the Trunk <br />225 Utility Fund. <br />5 <br />
