Staff is waiting to see what the Senate <br />6 does with those funds. <br />7 <br />8 Community Development Director Grochala referred to the County Road 14 project and <br />9 advised Anoka County is putting together concepts for the bridge design. Staff will be <br />10 looking at a final concept plan and traffic modeling based on that design. Anoka County <br />11 is also applying for federal funds for that project. <br />12 <br />13 <br />14 ROAD RECONSTRUCTION COMMUNICATION PLAN, SPRINGSTED INC. <br />15 <br />16 City Administrator Heitke advised Ms. Terri Heaton and Mr. Craig Rapp of Springsted <br />17 Inc. are present to discuss assistance they could provide the City of Lino Lakes with <br />18 developing a communications plan and preparing and presenting public information <br />19 related to the road reconstruction referendum in order for the public to be informed when <br />20 voting on the issue. <br />21 <br />22 City Administrator Heitke stated staff is requested that the City Council consider <br />23 obtaining professional assistance in developing and implementing an effective <br />24 communications plan related to the road reconstruction referendum. <br />25 <br />26 Mayor Bergeson requested Acting Mayor Stoltz chair this portion of the meeting. <br />27 <br />28 Ms. Heaton stated the goal this evening is to talk through what Springsted thinks is <br />29 appropriate for a communications plan. She requested Council feedback on the draft plan <br />30 noting Springsted would then modify the plan and price it appropriately. <br />31 <br />32 Ms. Heaton advised the purpose of the study is to facilitate the development and <br />33 implementation of a communication and citizen awareness plan for the City of Lino <br />34 Lakes fall roads and streets bond referendum. The plan would include actions that lead to <br />35 informing voters, but would not include marketing and/or promoting bond referendum <br />36 approval. <br />37 <br />38 Ms. Heaton stated Springsted recently completed a Pavement Management Financing <br />39 plan that identifies financing for the Pavement Management Plan (PMP) completed by <br />40 the City during 2004. The PMP Study concluded that by completing street sealcoating <br />41 and maintenance on the most advantageous schedule (maximizing investment so that <br />42 replacement is delayed until absolutely necessary) the City could save more than <br />43 $11,000,000 over the next 10 years. <br />44 <br />45 Ms. Heaton stated the City is required, by its Charter, to hold a referendum for street/road <br />46 improvement projects that are partially assessed. The City's primary means for financing <br />47 street improvements is through assessments. Unlike most other cities in Minnesota, the <br />
