CITY COUNCIL WORK SESSION MAY 18, 2005 <br />APPROVED <br />• 1 City of Lino Lakes requires referendum approval in order to fully implement the PMP <br />2 and capture the potential savings. <br />3 <br />4 Ms. Heaton advised Springsted's role is to assist the City in defining the ballot question <br />5 (s) to be asked, based upon the goals of the Council and the needs of the City. Springsted <br />6 would implement the agreed upon Communication Plan strategies in order to provide <br />7 comprehensive information to the voters prior to the referendum. <br />8 <br />9 Ms. Heaton explained the development of the Communication Plan will rely upon <br />10 information already developed in conjunction with the PMP financing plan, including: <br />11 potential funding sources, the impact of any debt service and special assessments by <br />12 project, and the offsetting impact of the PMP savings on such payments. The methods of <br />13 cit -wide communications would be approved by the City Council. Springsted would <br />14 work directly with the City Council to determine objectives, specific wording for the <br />15 ballot, referendum process, and Communication Plan. This work would be completed in <br />16 conjunction with Bond Counsel. <br />17 <br />18 Ms. Heaton reviewed the background information, plan components and provided <br />19 background information on Mr. Rapp, Vice President, who would be working on the <br />20 Communication Plan. <br />21 <br />22 Mr. Rapp advised the plan is an outline and not a final plan. He reviewed the proposed <br />• 23 development and implementation of the plan as well as Springsted's expectations. He <br />24 also outlined Springsted's role and estimated compensation for the plan. <br />25 <br />26 Mr. Rapp noted the plan could be used as a model for future communication plans as long <br />27 as future Councils share the same goals as the current Council. <br />28 <br />29 Finance Director Rolek indicated the cost of the plan would be charged to the <br />30 "Consultants" line item within the existing budget under the Streets Department. <br />31 <br />32 Acting Mayor Stoltz advised the Council would read over the information and discuss the <br />33 issue again at the June 8, 2005 Council work session. Springsted will provide a refined <br />34 plan at that meeting. <br />35 <br />36 LOIS LANE UTILITY EXTENSION REQUEST, JIM STUDENSKI <br />37 <br />38 City Engineer Studenski advised the City received a petition from Mr. Tim Anderson at <br />39 547 Lois Lane requesting the extension of City utilities to his property and stating his <br />40 neighbor to the west is interested as well. <br />41 <br />42 City Engineer Studenski stated that based on Council direction, staff has determined the <br />43 cost of the feasibility study will not exceed $2,500.00. The study will address, on a <br />44 preliminary basis, design, cost, assessment schedule and other issues as they relate to <br />45 providing City utility service to this area. <br />• 46 <br />
