He requested the Council authorize the study so the <br />3 project can move forward. <br />4 <br />5 This item will appear on the regular Council agenda Monday, May 23, 2005, 6:30 p.m. <br />6 <br />7 PUBLIC SAFETY ANNUAL REPORT, DAVE PECCHIA <br />8 <br />9 Chief of Police Pecchia advised the 2004 Public Safety Annual Report was previously <br />10 distributed to the Council. He thanked Ms. Kaulfuss, Public Safety Office Manager, the <br />11 Council and residents for all of their support. <br />12 <br />13 Chief of Police Pecchia presented the highlights of the 2004 Annual Report, including the <br />14 organizational chart, budget, statistics and special programs. He noted that based on Part <br />15 1 Crime Statistics, Lino Lakes is the safest city within Anoka County. <br />16 <br />17 Chief of Police Pecchia reviewed the Public Safety Department goals for 2005 that <br />18 include the enhancement of the Community Policing Philosophy. <br />19 <br />20 Councilmember Carlson requested the 2004 figures for the Crime Index Rates. <br />21 <br />22 This item will appear on the regular Council agenda Monday, May 23, 2005, 6:30 p.m. <br />23 <br />24 AUAR/HARDWOOD CREEK DEVELOPMENT SITE UPDATE, MICHAEL <br />25 GROCHALA <br />26 <br />27 Community Development Director Grochala advised staff is currently working with the <br />28 Alternative Urban Areawide Review (AUAR) Consultant Team to prepare the Draft <br />29 Alternative Urban Areawide Review (DAUAR) document. He referred to a proposed <br />30 schedule for that process. Staff is anticipating that the draft document will be ready for <br />31 Council action to authorize distribution at the June 27, 2005 City Council meeting. <br />32 Meetings have been set up with the Environmental Board and the AUAR Advisory Panel <br />33 on June 7 and June 9, respectively, for their review of the document. Comments received <br />34 will be provided to the City Council. <br />35 <br />36 Community Development Director Grochala advised planning for the Hardwood Creek <br />37 development site has been suspended for the most part, pending completion of the AUAR <br />38 process. Following release of the DAUAR, the development team would like to <br />39 recommence neighborhood meetings for the purpose of gathering public input on the <br />40 development design. There are no requirements within the AUAR process that would <br />41 preclude these meetings from taking place. There has also been interest expressed by <br />42 neighboring property owners to begin this dialogue. It is anticipated that the public input <br />43 and the AUAR and Mitigation Plan will shape the overall master plan for the site. <br />44 <br />45 Community Development Director Grochala stated staff is anticipating, following <br />46 completion of the AUAR process, an application requesting a Comprehensive Plan <br />47 Amendment for the site and rezoning to Planned Unit Development (PUD). <br />
