COUNCIL MINUTES JUNE 27, 2005 <br />APPROVED <br />0180 on the site, and stated it is important to identify these before development starts to avoid possible <br />181 destruction. <br />182 <br />183 Mr. Shardlow stated that on June 22, they attended a Council work session and reviewed the AUAR <br />184 with them, and prior to that reviewed it with the Environmental Board and received their input. He <br />185 indicated the action tonight is to authorize the distribution for public comment. He stated that <br />186 subsequent to that, the final AUAR will be distributed and there will be an additional, shorter public <br />187 comment period. He noted that the final AUAR is this draft document and all of those comments. <br />188 <br />189 Mr. Shardlow reviewed the timeframe for the review period, and the process that follows. He noted <br />190 copies of the document are available for review at City Hall, at the local library, and on the City's <br />191 website. <br />192 <br />193 City Planner Smyser noted that the document can also be burned on a CD which will be available at <br />194 City Hall. <br />195 <br />196 Councilmember Carlson expressed concerns about the number of housing units shown in scenario #3 <br />197 in contrast to the figures mentioned in the Comprehensive Plan. She commented that the AUAR <br />198 mentions that the traffic focused on the p.m. peak period, and she is concerned that some peak traffic <br />199 periods may have been missed by taking this approach. <br />200 <br />.201 Ms. Schlichting stated that the AUAR is required to look at worst case scenarios, and that they did not <br />202 consider seasonal peak traffic such as that for Eagle Brook Church on certain holidays, because to do <br />203 so would be to drastically overbuild the road system. <br />204 <br />205 Councilmember Carlson stated she had concerns about the City's costs for improvements, and asked <br />206 when the Rush Line is proposed, as it seems like there is a reliance on that. Ms. Schlichting stated <br />207 she is unsure when the Rush Line will be available, but possibly 2020. She indicated that is not used <br />208 as a mitigation measure, just as they do not use pedestrian measures as mitigation, though people will <br />209 use those methods. <br />210 <br />211 Councilmember Carlson questioned why some property owners are listed and others are not, and <br />212 stated it would be helpful if those with 50 acres or more were listed. She asked why they would not <br />213 change the Comprehensive Plan prior to this review, rather than study the current plan that will <br />214 change. She stated there are some situations where it may be better if they have plans in front of <br />215 them. Ms. Schlichting stated if the City did a Comprehensive Plan Amendment and then did an <br />216 AUAR, they may have to go back and re -do the Comprehensive Plan Amendment a second time prior <br />217 to the required 2008 Metropolitan Council review. She indicated that because this AUAR is being <br />218 done in a pro -active manner, it would be difficult to know all of the Comprehensive Plan changes that <br />219 could be needed. She stated this AUAR sets up a process for when plans come in. <br />220 <br />221 Mr. Shardlow noted that Hardwood Creek did make application to the City for a large portion of this <br />222 area, and are funding a good portion of the AUAR. <br />023 <br />5 <br />
