COUNCIL MINUTES JUNE 27, 2005 <br />APPROVED <br />0224 Councilmember Carlson noted that Clearwater Creek is showing leaking underground tanks, and <br />225 questioned why that was, considering the station is not very old. Mayor Bergeson asked Staff to do <br />226 some checking and report back to the Council. <br />227 <br />228 Councilmember Carlson asked for clarification on the grace period for hooking up to water and <br />229 sanitary sewer mentioned in the AUAR. Community Development Director Grochala explained that <br />230 when City sanitary sewer and water are provided by a property, the City requires that when the <br />231 properties current well or sewer system fails, they hook up to the City systems, but there is no time <br />232 limit on when that occurs. <br />233 <br />234 Councilmember Carlson asked if a stadium came to Lino Lakes, if additional studies would be <br />235 required, which Staff confirmed it would. She also asked about the possible northerly bypass, and <br />236 Ms. Schlichting stated any Federal Transportation Project would require separate study. <br />237 <br />238 Councilmember Reinert commented on the comparisons made between the Comprehensive Plan and <br />239 the AUAR scenarios, stating he wanted to dispel the belief that there should be a comparison. He <br />240 indicated the Comprehensive Plan is created to give the City Council control and allow them to plan <br />241 for the city. He stated the 8000+ homes reviewed in the AUAR was an intentional worst case <br />242 scenario for the purpose of seeing the upper limits of the infrastructure and development. He <br />243 indicated the AUAR is an 'on purpose' exaggeration for the purpose of determining impacts to the <br />244 area. <br />.245 <br />246 Ms. Schlichting agreed, stating that this allows them to review mitigation plans for different <br />247 scenarios. She indicated one way to mitigate areas where development chokes the system is through <br />248 land use decisions, which become more apparent when you have the benefit of an AUAR. She noted <br />249 additional mitigation strategies will be in the final AUAR. <br />250 <br />251 Councilmember Carlson moved to table the authorization of distribution of I -35E Corridor Draft <br />252 AUAR until the next Council work session. Councilmember Dahl seconded the motion. <br />253 <br />254 Councilmember Reinert stated he would not be in favor of tabling; indicating the action tonight is <br />255 simply to distribute the AUAR to the public for public comment. He indicated he does not see that <br />256 anything would be gained by keeping this from the public for two more weeks, rather than gathering <br />257 their comments for the final document. <br />258 <br />259 Councilmember Carlson commented that she believes it can be out to the public in the library and on <br />260 the City's website prior to their discussion at the work session. Mayor Bergeson disagreed, stating <br />261 that he does not believe it should be made public until the Council has approved it for distribution. <br />262 <br />263 Councilmember Carlson stated her concerns were the lack of language about a possible Vikings <br />264 stadium or the Northerly bypass, and that each would require additional study. Councilmember <br />265 Reinert stated those concerns do not change the document and he believes it should be released to the <br />266 public. <br />.67 <br />6 <br />
