COUNCIL MINUTES JUNE 27, 2005 <br />APPROVED <br />0268 Mr. Shardlow noted they could put information on the City's website about a stadium or Northerly <br />269 connection in case anyone questions why that is not specifically mentioned. <br />270 <br />271 Motion failed. Vote: 3:1 Mayor Bergeson, Councilmembers Dahl and Reinert opposed. <br />272 <br />273 Councilmember Reinert moved to adopt Resolution No. 05-85, Authorizing Distribution of I -35E <br />274 Corridor Draft AUAR for Public Comment. Mayor Bergeson seconded the motion. <br />275 <br />276 Councilmember Carlson reiterated her concerns on the amount of housing showing in the AUAR, and <br />277 the breakdown of acreage for unsewered residential property. She stated she also would like to <br />278 propose an amendment to the motion that language concerning a possible Vikings stadium and the <br />279 Northerly bypass be included in the AUAR document. Councilmember Dahl seconded the <br />280 amendment request. <br />281 <br />282 Councilmember Reinert commented he feels that would be redundant, as there is already language in <br />283 the document that states that type of development is not included in this study. Councilmember <br />284 Carlson stated there are many things in the document that are redundant, and they are important points <br />285 that she believes should be included. She asked how 20th Avenue was changed from a B arterial road <br />286 to an A arterial road. Community Development Director Grochala indicated that was based on traffic, <br />287 and Anoka County requested the change. He stated that is a County Road designation with regional <br />288 authority, so Anoka County has the jurisdiction to make that change. <br />.89 <br />90 On the proposed amendment, Motion failed. Vote: 2:2 Mayor Bergeson and Councilmember Reinert <br />291 opposed. <br />292 <br />293 Councilmember Reinert reiterated that comparisons between the Comprehensive Plan and the AUAR <br />294 are not even comparisons, and the AUAR does not change the Comprehensive Plan. He re -stated that <br />295 the scenarios given in the AUAR are `on -purpose' exaggerations for the purpose of educating the City <br />296 to be prepared for anything, and the Comprehensive Plan is a guide for the City Council to use in <br />297 making planning decisions. <br />298 <br />299 Mayor Bergeson thanked those involved for an outstanding piece of work, stating it is very thorough. <br />300 He indicated he is glad they have the benefit of having a study on a larger area, as he does not think <br />301 they could require this level of detail on smaller development parcels. He stated he can see the day <br />302 they may be doing this on other parts of the City as they develop. He commented that another point <br />303 he finds interesting is when you put a magnifying glass to the Comprehensive Plan, even as it is <br />304 currently drafted, it raises issues of traffic and infrastructure. He stated that is important information <br />305 for the City to have. <br />306 <br />307 Motion carried.
