• <br />• <br />• <br />CITY COUNCIL WORK SESSION APRIL 3, 2006 <br />APPROVED <br />2 REGULAR AGENDA ITEMS <br />3 <br />4 Item 3C, Offer of Employment to Tim Noll as a Police Officer — Information regarding <br />5 Mr. Noll's education, background, etc. will be included in the Friday update. <br />6 <br />7 There were no other changes to the regular agenda. <br />8 <br />9 SILVERA MEMORIAL <br />10 <br />11 Chief Pecchia advised the Shawn Silvera Memorial Highway concept is being worked on <br />12 at the State level. The issues with the proposal include that the proposed roadway is a <br />13 federal highway and there would have to be exceptions to the Federal Highway <br />14 Guidelines. The Department of Transportation is testifying against the proposed bill. <br />15 <br />16 Chief Pecchia stated the Police Department does appreciate the Council's support on this <br />17 bill. However, the Police Department is requesting that Council members stop discussing <br />18 this issue and stop making comments about having a City memorial as well. Officer <br />19 Silvera's family needs to be left alone at this time. Any memorial discussions regarding a <br />20 memorial at this point are way too premature. <br />21 <br />22 Chief Pecchia advised the family and the Police Department still have many other issues <br />23 to deal with such as the upcoming trial. He again requested that Council members stop <br />24 discussing this issue out of respect for the family and the Police Department. <br />25 <br />26 Chief Pecchia noted that eventually a City policy should be drafted regarding memorials <br />27 within the City. He stated again that those discussions are way too premature and would <br />28 take place at some point in the future. <br />29 <br />30 VOICE-OVER IP/GENERATOR HOOKUP/ACCESS CONTROL SYSTEM <br />31 <br />32 Public Services Director DeGardner stated the City has been notified by the Centennial <br />33 School District that they will no longer be able to provide telephone service to the civic <br />34 complex effective July 15, 2006. <br />35 <br />36 Staff is recommending that the City convert to a Voice -Over IP system to provide <br />37 telephone service at the civic complex and public works facility. An IP (Integrated <br />38 Platform) system allows voice, data, and video to be transmitted over a single network. <br />39 <br />40 Public Services Director DeGardner advised the estimated project cost is $40,000. The <br />41 City also has to be prepared to fund up to $10,000 (worst case scenario) for potential <br />42 outside consultant fees (Berbee). On-going operating/maintenance costs are expected to <br />43 be approximately $1,925 per month. The City is currently spending $1,525 per month for <br />44 the operations/maintenance of the existing telephone system. <br />45 <br />2 <br />
