• <br />• <br />CITY COUNCIL WORK SESSION <br />,APPROVED <br />APRIL 3, 2006 <br />1 Public Services Director DeGardner noted to ensure that the change over is completed by <br />2 July 15, 2006 the Council should approve the installation of the Voice -Over IP System <br />3 immediately. <br />4 <br />5 It was the consensus of the Council to direct staff to draft a resolution authorizing the <br />6 Voice -Over IP System. <br />7 <br />8 This item will appear on the consent agenda Monday, April 10, 2006, 6:30 p.m. <br />9 <br />10 Public Services Director DeGardner stated currently there is not any type of emergency <br />11 power backup for City Hall and the ECFE should electrical service be disrupted to the <br />12 civic complex. The existing generator provides back-up power to the Police Department <br />13 only. Hooking up the generator to provide back-up power to the entire civic complex will <br />14 result in the City's ability to continue services in case of a power outage. The total <br />15 project cost to connect the existing generator to the entire civic complex is $70,000. <br />16 <br />17 Public Services Director DeGardner stated staff has researched the installation of an <br />18 Access Control System (card readers and security management software) for City Hall. <br />19 The best long term way to provide a secure environment that can be controlled/monitored <br />20 is to install an Access Control System. <br />21 <br />22 Public Services Director DeGardner advised the cost to install an Access Control System <br />23 amounts to $11,150 for the four interior doors leading to the work area. It would cost an <br />24 additional $9,000 to install the system to the two "exterior door locations". <br />25 <br />26 Staff recommends that funding for the above project(s) be designated from the Capital <br />27 Projects Fund. <br />28 <br />29 It was the consensus of the Council to direct staff to move forward with providing <br />30 emergency power backup for the entire civic complex and the Access Control System <br />31 based on the following: <br />32 <br />33 1. Information is obtained regarding an electricity rate break if the generator is <br />34 utilized at peak times. <br />35 2. Policies are put in place regarding the Access Control System. <br />36 3. Information is obtained regarding a buzzer at the front desk to open the <br />37 doorway. <br />38 4. Consideration is given to implementing a badge system in conjunction with <br />39 the Access Control System. <br />40 <br />41 The Council also determined a discussion regarding Council members having card keys <br />42 to the building would be held at the next Council work session. <br />43 <br />3 <br />
