Motion carried unanimously. <br />98 <br />99 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />100 <br />101 There was no report from the Public Safety Department. <br />102 <br />103 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />104 <br />105 There was no report from the Public Services Department. <br />106 <br />107 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br />108 <br />109 Consideration of Resolution No. 07-21, Approving Amendment of Comprehensive Plan to <br />110 Incorporate the Hodgson/County Road J Master Plan — Senior Planner Smyser reviewed his <br />111 written report and attachments. The process of developing a master plan for this intersection has been <br />W12 underway for about two years and has included working with area property owners and residents, as <br />13 well as the Anoka County Highway Department regarding signalization of the intersection. The <br />114 Planning & Zoning Board received updates throughout the process and, after holding a public hearing, <br />115 voted to recommend approval of the Comprehensive Plan amendment to incorporate this master plan. <br />116 <br />117 Senior Planner Smyser reviewed the existing sewer and water systems that are indicative of the <br />118 service issues and future infrastructure needs in the area. A fundamental assumption of the plan is to <br />119 not displace current businesses but still provide development opportunity. Regarding green space, <br />120 there are a few wetland areas involved; trails and green space will be planned. Access management, <br />121 or planning around determined access points, is one planning tool involved; limiting access allows for <br />122 efficiency as well as traffic management. Regarding traffic, the addition of a signal at Hodgson and <br />123 County J is seen as mandatory. <br />124 <br />125 Carolyn Krall, AIA, Landform, provided an overview of the master plan. She noted that the plan <br />126 began with the concept of improving the area as a gateway to the city and it became a holistic plan to <br />127 ensure a comprehensive approach that considers existing businesses as well as new development. <br />128 The businesses are envisioned to be neighborhood -oriented, maintaining that character for the <br />129 roadways. Residential elements, including green space, are envisioned to include life cycle housing. <br />130 There is strong consideration for pedestrian movement. <br />131 <br />132 On the question of including conservation development standards, Senior Planner Smyser explained <br />133 that the city's current Parks and Open Space Plan will dictate that development in this area will be <br />�34 conservation development. Also, a natural next step to achieve desired uses in the area would be <br />135 rezoning consideration. The area of Ware Road and County Road J is included in planning efforts <br />3 <br />
