COUNCIL MINUTES February 12, 2007 <br />APPROVED <br />*36 and city staff has spoken with the City of Shoreview to confirm a coordinated approach. The plan is <br />137 not driven by any development that is on the table but was initiated to get something is place before <br />138 development comes in. Absolutes identified in the plan are the location of the intersection north of <br />139 Hodgson and County Road J, two access points established on each side of the main intersection, <br />140 buildings to each corner with pedestrian improvements, and the requirement for enclosed trash areas. <br />141 Planner Smyser confirmed that zoning and land use designations don't always match and that is <br />142 something that should be considered with updating the comprehensive plan. The mixed use <br />143 designation in the case of this plan allows for semi -industrial but staff recommends that <br />144 zoning/specific use deserves a formal discussion in the future, after the comprehensive plan update. <br />145 <br />146 Two council members requested that the matter of future planning action for the area be added to the <br />147 council's next work session agenda. <br />148 <br />149 Wendy Jensen, owner of the property at 4545 Hodgson Road, addressed the council. She indicated <br />150 that she has honored the master planning process for the past two years but is now concerned and <br />151 frustrated that a related matter has turned up on the agenda for the next Planning & Zoning Board <br />152 when this master plan is just before the council. <br />153 <br />154 It was clarified that the matter currently before the Planning & Zoning Board is a separate issue and <br />155 appropriately so. <br />156 <br />Ang 57 Council Member Carlson moved to amend the master plan document by deleting the following from <br />W58 Page 30: "...creating access locations and...", and "That is, a development plan that differs from the <br />159 land use map in minor ways should not be rejected automatically as consistent with the map." <br />160 <br />161 The motion was seconded by Council Member Stoltz and passed on a unanimous voice vote. <br />162 <br />163 Council Member Reinert moved to approved Resolution No. 07-21, with the inclusion of the <br />164 approved amendments to the master plan document. Council Member Carlson seconded the motion. <br />165 Motion carried unanimously. <br />166 <br />167 Consideration of Resolution No. 07-27, approving plans and specifications and authorizing <br />168 advertisement for bids for the Legacy at Woods Edge Project, Phase 4, Trail Improvements - <br />169 Community Development Director Grochala reported that the council previously authorized <br />170 preparation of plans and specifications for the public improvements in the Legacy at Woods Edge <br />171 Project. The first three phases of those improvements are already underway. The fourth and final <br />172 phase is construction of bituminous trail; the approval of plans for the trails and authorization to <br />173 advertise for bids is before the council. Funding for the improvement is planned through special <br />174 assessment and park dedication fees included in the development. <br />175 <br />176 Council Member O'Donnell moved to approved Resolution No. 07-27, as presented. Council <br />177 Member Carlson seconded the motion.
