COUNCIL MINUTES January 12, 2015 <br />DRAFT <br />136 continues to seek the purchase of additional equipment from other departments who are <br />137 selling; <br />138 - Policy Development — should be completed by March. <br />139 <br />140 Mayor Reinert noted, on the matter of firefighter training, that the new fire station will include <br />141 training facilities that will serve the city well by allowing training to occur on site rather than taking <br />142 personnel out of the area. It's a good long term approach and will save money down the line. He <br />143 also noted that the council's assumptions about the public safety department model and the provision <br />144 of fire services are proving true. Regarding fire pensions, the legislative change noted would allow <br />145 the transfer of firefighters into the city fund; he wonders if those individuals would then be under the <br />146 city's pension rules. Chief Swenson verified that the city's pension rules would apply, including <br />147 vesting at five years. <br />148 <br />149 Council Member Rafferty noted, regarding the fire station and training facilities, that he is happy that <br />150 the city had the opportunity to look at that with a broad approach that he agrees will pay off in the <br />151 long term. <br />152 <br />153 PUBLIC SERVICES DEPARTMENT REPORT <br />154 <br />155 There was no report from the Public Services Department. <br />156 <br />157 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />158 <br />159 6A) Lino Lakes Fire Station <br />160 i. Resolution No. 15-03, Approving Plans & Specifications and Authorizing <br />161 Advertisement for Bids; <br />162 ii. Resolution No. 15-04, Amending Professional Services Contract with CNH <br />163 Architects <br />164 <br />165 Community Development Director Grochala provided a picture of the proposed fire station. Staff has <br />166 worked over the past six months to get the project to this stage and is requesting approval of plans and <br />167 specifications so that the project can go out for bid. The design will meet both the immediate and <br />168 long term service needs of this community. He reviewed the planned schedule to continue with this <br />169 project, with construction beginning in April or May. He noted that the architect was present to <br />170 answer any questions. <br />171 <br />172 Council Member Kusterman moved to approve Resolution No. 15-03 as presented. Council Member <br />173 Rafferty seconded the motion. Motion carried on a voice vote; Council Member Roeser was absent. <br />174 <br />175 Community Development Director Grochala reviewed staff s recommendation to amend the city's <br />176 contract with CNH Architects to reflect an increase in the size and scope from original project <br />177 discussions. Staff has negotiated the proposed increase and is comfortable that it is an appropriate <br />178 amount for the scope of services. He noted that the amount is within industry standards as explained <br />179 in the staff report. Mayor Reinert recognized that the city increased the scope of the project/plans so <br />180 he understands this amendment; the increase is actually below industry standards and for the services <br />4 <br />
