development cannot exceed 35%. Due to the increase in the size of the floor plan of the <br />single level structures, the impervious surface also increased. To mitigate the issue and <br />maintain 35%, the developer shall install porous pavers in the driveways, guest parking <br />stalls and sidewalks per the approved Sheet 2, Impervious Coverage Exhibit. <br />Anoka County Highway Department <br />The County provided comment on the project and has no concerns. See Attachment 4. <br />Development Agreement <br />A Development Agreement shall be drafted by the City, executed by the City and the <br />developer and recorded by the developer. <br />Maintenance Agreement-Stormwater Management Facilities <br />A Declaration for Maintenance of Stormwater Facilities shall be required by the <br />developer and recorded with Anoka County. <br />RECOMMENDATION <br />Staff recommends approval of the PUD Final Plan/Final Plat for Turnberry Crossing <br />Second Addition. The following items shall be addressed prior to approval by the City <br />Council unless otherwise noted: <br />1. All comments from the City Engineer letter dated June 3, 2015 shall be addressed. <br />2. The following executed documents shall be recorded with Anoka County within <br />90 days of City Council approval of the final plat: <br />a. Ordinance vacating drainage & utility easement <br />b. Final Plat <br />c. Development Agreement <br />d. Declaration for Maintenance of Stormwater Facilities <br />3. The following items shall be submitted to the City prior to issuance of a Grading <br />Permit: <br />a. Revised plans based on staff comments <br />b. Executed Declaration for Maintenance of Stormwater Facilities <br />c. NPDES Permit <br />d. RCWD Permit <br />e. Securities and Escrows as detailed in the Development Contract <br />f. Grading Permit Fee of $150 <br />4. The following items shall be submitted to the City prior to issuance of a Building <br />Permit: <br />a. Revised plans based on staff comments <br />b. An electronic PDF of the final approved plans <br />c. An as -built grading survey <br />d. Building Permit Fee as determined by the Building Official <br />al <br />
