For plats containing more than 10 lots an <br /> additional charge of $5.00 per lot will be made. <br /> 1001. 07 Qualifications Governing Approval of Preliminary <br /> Plat. <br /> Subdivision 1. Recommendation. The planning commission <br /> may recommend and the council may require such changes or revisions <br /> as deemed necessary for the health, safety and general welfare and <br /> convenience of the city. The approval of a preliminary plan by the <br /> planning commission and the council is tentative only, involving <br /> merely the general acceptability of the layout as submitted. <br /> Subd. 2. Suitability. Before any preliminary plan is <br /> approved by the council, the information furnished with said plan <br /> must show conclusively that the area proposed to be subdivided is <br /> drainable and that the land is of such nature as to make its <br /> intended use practical and feasible. If these features are not <br /> apparent, the owner shall be required to enter into an agreement <br /> guaranteeing that all adverse conditions will be corrected and that <br /> drainage will be accomplished in a satisfactory manner. The final <br /> decision in this matter shall be made by the council acting upon <br /> the advice and recommendation of its engineer or other authorized <br /> representative. <br /> 1001.08 Subdivision Design Standards. <br /> Subdivision 1. General Requirements. <br /> (1) The Planning Commission and the council, in their <br /> review of the preliminary plat, will consider the <br /> requirements of the community, the best use of <br /> the land being subdivided, the size and <br /> arrangement of the proposed lots, open space <br /> requirements, and necessary fire protection. <br /> (2) The subdivision shall conform to the adopted <br /> comprehensive plan, official maps, and the zoning <br /> ordinance. <br /> (3) The arrangement, character, extent, width and <br /> location of all streets shall be considered in <br /> their relation to existing and planned streets, <br /> to reasonable circulation of traffic, to <br /> topographic conditions, to water supply and <br /> sewage disposal, to drainage of storm water, to <br /> public convenience and safety, and in their <br /> appropriate relation to the proposed use of the <br /> land to be served by such streets. Wherever <br /> possible and necessary, the arrangement of <br /> streets in new subdivisions shall provide for the <br /> continuation of existing streets in adjoining <br /> areas.
