The zero -- <br /> lot line approach shall be allowed only as a part of a <br /> larger planned development where it becomes integral to <br /> the overall site plan. <br /> Such exclusion from side and rear setbacks shall be <br /> permitted only after issuance of a Conditional Use <br /> Permit. <br /> Subd. 12. Setbacks Adlacent to Residential Areas. Where a <br /> business or industrial district is adjacent to a residential <br /> district, the minimum building setbacks shall be determined in <br /> accordance with appropriate district provisions. <br /> Subd. 13 . Setbacks Along Thoroughfares. Along streets <br /> designated as Collector or Arterial Roadways in the Comprehensive <br /> Plan, the minimum setback from the thoroughfare for all buildings <br /> shall be forty (40) feet from the planned right-of-way line. Where <br /> the right-of-way width has not been established, a one hundred <br /> (100) foot minimum setback from the centerline of all existing <br /> thoroughfares shall be required. <br /> Subd. 14. Permitted Encroachments. The following shall not be <br /> considered as encroachments on setbacks and height requirements <br /> subject to other conditions provided herein: <br /> (1) In any yards: Post, off-street open parking spaces, <br /> flues, belt course, leaders, sills, pilaster, eaves, ,,,, <br /> gutters, awnings, open terraces, service station pump <br /> islands, open canopies, steps, chimneys, flag poles, <br /> ornamental features, open fire escapes, sidewalks, and <br /> fences except as hereinafter amended. <br /> (2) In side and rear yards: Fences thirty percent (30%) open, <br /> walls and hedges six (6) feet in height or less, bays not <br /> to exceed a depth of three (3) feet or contain an area of <br /> more than thirty (30) square feet, fire escapes not to <br /> exceed a width of three (3) feet; balconies eight (8) <br /> feet above grade may extend into the yards to five (5) <br /> feet of a lot line provided said balconies do not extend <br /> over driveways.
