land and buildings surrounding. <br /> (7) Providing for the compatibility of different <br /> land uses and the most appropriate use of land <br /> throughout the City of Lino Lakes. <br /> (8) Protecting and guiding the development of the <br /> rural area. <br /> (9) Conserving and developing natural resources. <br /> (10) Fostering agriculture and other industries. <br /> (11) Preventing a wasteful scattering of population. <br /> (12) Securing safety from flood. <br /> (13) Reducing waste and municipal maintenance cost <br /> from excessive mileage of roads. <br /> (14) Conserving the natural and scenic beauty and <br /> attractiveness of roadsides and lakeshores. <br /> (15) Providing for the administration of this <br /> Ordinance and amendments thereto. <br /> (16) Defining the powers and duties of the <br /> administrative officers and bodies, as <br /> provided hereinafter. <br /> Section 3 . Rules and Definitions. <br /> Subdivision 1. Rules. The language set forth in the <br /> text of this Ordinance shall be interpreted in accordance with <br /> the following rules of construction: <br /> (1) The singular number includes the plural, and <br /> the plural the singular. <br /> (2) The present tense includes the past and future <br /> tenses, and the future the present. <br /> (3) The words "shall" and "will" are mandatory, <br /> and the word "may" is permissive. <br /> (4) Whenever a word or term defined hereinafter <br /> appears in the text of this Ordinance, its <br /> meaning shall be construed as set forth in <br /> such definition thereof. <br /> (5) The masculine gender includes the feminine and <br /> neuter genders. <br /> City of Lino Lakes Zoning Ordinance <br /> ADOPTED 7/13/92 <br /> 2 <br />
