6. A change of use will necessitate compliance with the applicable Zoning <br />Ordinance standard for parking. <br />H. Joint Parking Facilities. Off-street parking facilities for a combination of mixed <br />buildings, structures, or uses may be provided collectively in any non-residential <br />zoning district in which separate parking facilities for each separate building, <br />structure or use would be required, provided that the total number of spaces <br />provided shall equal the sum of the separate requirements of each use during <br />any peak parking periods. Shared curb cuts and access drives shall be <br />encouraged for Tots accessing collector and arterial streets. Where shared <br />access and parking are utilized, easements shall be placed on the shared area <br />and recorded with the properties and a maintenance agreement required. <br />Control of Off -Site Parking Facilities. When required, accessory off-street <br />parking facilities are provided elsewhere than on the lot in which the principal use <br />served is located, they shall be in the same ownership or control either by deed <br />or long term lease, as the property occupied by such principal use, and the <br />owner of the principal use shall file a recordable document with the City requiring <br />the owner and his or her heirs and assigns to maintain the required number of <br />off-street spaces during the existence of said principal use. <br />J. Traffic Control. <br />1. The traffic generated by any use shall be channelized and controlled in a <br />manner that it will minimize: <br />a. Congestion on the public streets. <br />b. Traffic hazards. <br />c. Excessive traffic through residential areas, particularly truck traffic. <br />2. Internal traffic shall be regulated as to ensure its safe and orderly flow. <br />Traffic into and out of business and industrial sites and traffic from <br />residential lots with direct access to a collector street or arterial street shall <br />in all cases be forward moving with no backing into streets. Direct <br />residential lot access to collector and arterial streets shall be prohibited <br />wherever alternative local street access is available. <br />3. On corner lots (including rural districts), nothing shall be placed or allowed <br />to grow in such a manner as materially to impede vision between a height <br />of two and one-half (2-1/2) and ten (10) feet above the centerline grades <br />of the intersecting streets within fifteen (15) feet of the intersecting street <br />right-of-way lines.
