ITEM 19. SOIL AND GROUNDWATER CONTAMINATION <br />Item No. <br />Mitigation Description <br />Update <br />19.1 <br />Require the removal of all tanks and associated underground piping in accordance <br />with applicable state and federal laws. <br />This mitigation measure is ongoing <br />19.2 <br />Require that any party that may discover residual petroleum contamination shall <br />follow state law and report the information to the MPCA for further investigation <br />and potential remediation. <br />This mitigation measure is ongoing <br />ITEM 21. TRANSPORTATION <br />Item No. <br />Mitigation Description <br />Update <br />21.1 <br />Create a monitoring program that closely evaluates traffic impacts from proposed <br />developments within the AUAR area. <br />Traffic Impact Studies are required for <br />proposed developments showing the impact on <br />the transportation system and consistency with <br />the AUAR. <br />21.2 <br />Implement traffic mitigation measures as development occurs within the AUAR <br />area. Specific mitigation measures for the three development scenarios are <br />discussed in Item 21 and depicted on Figures 21-8, 21-9, and 21-10. These <br />mitigation measures improve overall traffic operations for the respective <br />development scenarios. The improvements are intended to represent the minimum <br />level of infrastructure investment that would be needed to meet acceptable level of <br />service standards. Additional roadway and non -motorized improvements, beyond <br />the minimum level, may be identified to accommodate specific development needs <br />that are identified within the AUAR area." Primary improvements, regardless of <br />land use scenario, include: <br />21.2.1 Develop frontage road system in compliance with local, county and <br />state access management guidelines to serve local and regional traffic. <br />CSAH 14 improvement was completed in 2009 <br />and noted in the 2010 AUAR Update <br />CSAH 54 (formerly CSAH 21) 20th Avenue <br />North intersection improvements were <br />completed and noted in the 2010 AUAR <br />Update. <br />I -35E Interchange reconstruction was <br />completed in 2011.
