City Council Meeting <br />TCF Bank Site Plan Review <br />March 11, 2002 <br />Access to the site is limited to the northeast corner of the site in conformance with the <br />Market Place PDO site plan. Adequate provisions for traffic separation and stacking <br />have been made.. <br />6. The entire area shall have a drainage system which is subject to the approval of the <br />City Engineer. <br />A drainage plan has been submitted for review by the City Engineer. <br />7. The entire area other than occupied by buildings or structures or plantings shall be <br />surfaced with a material which will control dust and drainage and which is subject to <br />the approval of the City Engineer. <br />Bituminous surfacing of parking areas is proposed in conformance with city <br />requirements.. <br />Parking <br />Financial Institutions and Banks are required to provide parking at a rate of four off-street <br />parking spaces for each 1,000 square feet of floor area. A minimum of 18 stalls are thus <br />required by City Ordinance for the proposed bank building. The proposed site plan <br />provides 30 stalls. <br />Pedestrian Circulation <br />Plans show sidewalks on the south and east sides of the site, linking the site to the other <br />businesses within the Marketplace development. Sidewalks within the larger Marketplace <br />site link to a planned trail along Lake Drive. Sidewalks will be constructed by Ryan <br />Companies, the developer of the Marketplace complex. <br />Lighting <br />Lighting fixtures are shoebox style with downcast lighting, in conformance to City <br />standards and similar to fixtures within the rest of the Market Place complex. The <br />Market Place PDO requires that any building mounted accent lighting should conform to <br />standards noted in the PDO. The lighting plan meets with the approval of the CPTED <br />review. <br />Signage <br />The Lino Lakes Market Place PDO, Section 2.C.1.d, states that wall signage for single <br />tenant buildings within the Lino Lakes Marketplace complex "shall be designed in <br />accordance with the sign requirements of the Shopping Center (SC) Zoning District as <br />specified in Ordinance No. 12-97" (Lino Lakes Sign Ordinance). <br />4 <br />
