No.: <br />Date: April 29, 2009 Routing: <br />14287.000 <br />TKDA staff presented the Draft Local Surface Water Management Plan (LSWMP) to the City Council at a <br />Workshop on March 10, 2009 and to the Planning Commission on April 22. We completed the changes to <br />maps and text requested by both groups. <br />City staff are currently clarifying the City's volume control rule (Chapter 153.07 Subpart l I of the City <br />Code) to update the City Ordinances by June 30, 2009 (the due date of the City's MS4 Permit Annual <br />Report). This will allow comments from the completed AUAR to be addressed in analyzing the City's <br />volume control requirements. The intent is to have a clear, measurable volume control standard defined in <br />addition to the current rate control standard. <br />Comments from Metropolitan Council and Local Watershed Districts <br />The City provided the Draft LSWMP to the Local Watershed Districts and the Metropolitan Council for <br />review. <br />The Metropolitan Council indicated that the plan "is consistent with the council's beater Resource <br />Management Po licy Plan " and requires no changes from the Council's perspective. <br />The Valley Branch Watershed District reviewed the plan and provided comments requesting some relatively <br />minor additions and clarifications to the plan. Staff has updated the plan to include the additional <br />information required by the District. <br />The Brown's Creek Watershed District and South Washington Watershed District Boards will review their <br />staffs' comments on the plan at Board meetings in early May. T"ney will then send any comments to the <br />City. <br />Next Stews <br />The Final LSW1\4P approved by the Council will be sent to the Metropolitan Council as part of the <br />Comprehensive Plan submittal in May. <br />City staff will complete any additions or clarifications to the LSWMP based on comments from, the Districts. <br />If policy changes or other substantial changes are requested, we will discuss these with the Council.
