No.: 12782.001 <br />Routing: <br />TKDA staff presented the Draft Comprehensive Water Plan to the City Council at a Workshop on April 147 <br />2009 and to the Planning Commission on April 22, 2009. Changes to the plan maps and text have been <br />incorporated based upon the input received at these meetings, including direction on the desired performance <br />criteria used in the plan for future infrastructure facilities. <br />1. The Capital Improvement Plan was updated and finalized based on the council direction to meet only <br />basic water system performance criteria. <br />2. The fire flow performance criterion was reduced from a 3,500 GPM, 3-hour duration down to a 2,500 <br />GPM, 2-hour duration fire event. This resulted in smaller storage tanks and a deferred construction <br />schedule for storage tanks and wells. <br />Due to growth anticipated in multiple geographic regions and multiple pressure zones, an additional <br />recommendation (now Recomrnendation No. 7) has been added to address water service south of 10a' <br />Street in the SE quadrant. The overall water infrastructure has been updated to be more flexible and <br />capable of responding to the growth south of 10"' Street and the potential growth in the Village Area. <br />More specifically: <br />a. Well No. 5 has been updated as the primary recommendation in the SE quadrant, with 5A <br />located in the northern part of the City as an alternate location. <br />b. Replacement Tank IA has been added in the Village Area in the event development requires <br />added storage prior to development elsewhere in the City. <br />c. This tank together with Well No. 5 in the SE quadrant may serve to minimize or eliminate the <br />16-inch trunk watermain line along Lake Elmo Avenue between 10"' Street and the Old <br />Village. <br />The City Engineer will detail the changes and key points of the Comprehensive Water Plan at the May 5, <br />2009 City Council Meeting. <br />Next Steps <br />The Final Comprehensive Water Plan approved by the Council will be sent to the Metropolitan Council as <br />part of the Comprehensive Plan submittal in May. <br />An Employee Oaoed Company Prsmoiirp A6rnma ve Action and equal OppornuniN <br />
