City Council <br />Date: May 5, 2009 <br />REGULAR <br />Item: <br />Motion <br />ITEM: Resolution To Participate in Joint Airport Zoning Board for Lake Elmo Airport; <br />Consideration of Appointments of Two Representatives to Board <br />SUBMITTED BY: Craig W. Dawson, Interim City Administrator <br />SUMMARY AND ACTION REQUESTED: The Metropolitan Airports Commission (MAC) is establishing a <br />Joint Airport Zoning Board (JABZ) for the Lake Elmo Airport, and has invited the City of Lake Elmo to <br />participate on the Board. As the Council reviewed this matter at its April 21 meeting, it concurred with the staff <br />recommendation to prepare a resolution that would formalize the Council's action to participate on the JABZ. <br />The City will have two representatives on the Board, and the appointees need not be members of the City <br />Council or residents of the City. <br />The Council should adopt the resolution stating that it will participate on the JABZ for the Lake Elmo Airport, <br />and consider appointments to the Board. <br />BACKGROUND: The staff memorandum for the April 7 & 21 Council meetings summarizes the JABZ matter. <br />The JABZ will implement Airport Safety Zoning at the Lake Elmo Airport, and will deal with both land use and <br />height restrictions in the vicinity of the airport, particularly off the ends of the runway. While participation on <br />the JABZ is optional for the City, it will be affected by the JABZ's actions. Regarding the appointment of <br />representatives, a notice for applicants has been placed on the City's Website. <br />RECOMMENDATION: Staff recommends that the Council adopt the resolution stating that the City will <br />participate on the JABZ for the Lake Elmo Airport. Staff also recommends that the Council appoint two <br />persons to serve as the City's representatives on the JABZ as soon as it is able to do so. <br />SUGGESTED MOTIONS FOR CONSIDERATION: <br />1) Move to adopt Resolution No. 2009- to participate on the Joint Airport Zoning Board for <br />the Lake Elmo Airport; and <br />2) Appoint and to serve as the City's representatives on th <br />the Joint Airport Zoning Board for the Lake Elmo Airport. <br />ATTACHMENTS: <br />Proposed Resolution No. 2009 - <br />Staff memorandum for April 7 & 21 Council meetings <br />ORDER OF BUSINESS: <br />• Introduction Craig Dawson <br />• Report by staff Craig Dawson <br />• Questions from City Council members to the presenter Mayor facilitates <br />• Questions/comments from the public to the City Council Mayor facilitates <br />• Action on motion City Council <br />
