LAKE ELMO CITY COUNCIL MINUTES <br />MARCH 4, 2020 <br />ITEM 14: Northport 311 Addition (Villaue Parkwav and 31" Street <br />City Planner Prchal presented the request for an easement vacation and approval of the final plat <br />for the Northport Yd Addition. <br />Councilmember McGinn, seconded by Councilmember Nelson, moved TO APPROVE <br />RESOL UTION 2020-021 FOR THE NOR THPORT 3RD ADDITION FINAL PLAT WITH <br />THE LISTED CONDITIONS OFAPPROVAL. Motion passed 4-0. <br />Councilmember McGinn, seconded by Councilmember Nelson, moved TO ADOPT <br />RESOL UTION 2 02 0- 021 APPROVING EASEMENT VACATION FOR OUTLOT A OF THE <br />NOR THPORT 2ND ADDITION WITH RECOMMENDED CONDITIONS OF APPROVAL. <br />Motion passed 4 — 0. <br />ITEM 15: Amendment to City Code Regarding Minimum Area for On -site Sanitary Sewer <br />(Septic) Systems <br />City Planner Prchal presented staff recommendations for amendments to the City's code relating <br />the size of septic systems in the Rural Zoning Districts. <br />Mayor Pearson, seconded by Councilmember McGinn, moved TO APPROVE ORDINANCE <br />08-235 WHICH WILL REMOVE THE 20,000 SQUARE FOOT SEPTICAREA <br />REQUIREMENT FOR THE RURAL ZONING DISTRICTS. Motion passed 4-0. <br />Mayor Pearson, seconded by Councilmember Dorschner, moved TO APPROVE <br />RESOLUTION2020-023 AUTHORIZING SUMAL4RYPUBLICATION OF ORDINANCE <br />08-235. Motion passed 4 — 0. <br />ITEM 9: Approve Submittal of Grant Application for Sunfish Lake Park Mountain Bike <br />Trails <br />Discussion held regarding staff time needed to pursue the grant. Staff indicated that they would <br />assess the situation prior to submitting the application. <br />Councilmember Nelson, seconded by Mayor Pearson, moved TO ADOPT RESOL UTION <br />2020-018 REQUESTING GRANT FUNDING FROM THE DNR FOR THE <br />CONSTRUCTION OF TRAILS WITHIN SUNFISH LAKE PARK. Motion passed 4-0. <br />ITEM 16: Award Sunfish Lake Park Mountain Bike Trail Construction Contract <br />City Planner Prchal reviewed information on the contractor proposed for the project and noted <br />that the Parks Commission recommended approval. Staff noted that the warranty period on page <br />13 of the contract would be amended to indicate a warranty period of two years. <br />Page 3 of 5 <br />
