The application form shall be accompanied by, or <br />address, the following written materials: <br />i. Lot size for all lots and outlots in tabular form. <br />ii. Area calculations of lots, right-of-way, streets, public highways, alleys, <br />parks and public trails, wetland and wetland buffers and other features <br />with accurate dimensions; <br />iii. Cost estimates for grading and all public improvements. <br />iv. A copy of any proposed homeowners association documents, private <br />covenants or deed restrictions. <br />v. Commitment for Title Insurance. <br />vi. If a common interest community (CIC) is created, the developer shall <br />provide proof that a replacement reserve amount was created in <br />accordance with Minnesota Statute 515(b)() (3)-1141. <br /> (B) Review of Final Plat. <br />(1) The application shall be in substantial compliance with the approved preliminary plat, <br />including any modifications required as a condition of preliminary plat approval. <br />Pursuant to Minnesota Statutes, Chapter 462.358, an application for a final plat shall be <br />approved or denied within 60 days of the date from the date of its official and complete <br />submission unless extended pursuant to Statute or a time waiver is granted by the <br />subdivider. <br />(2) Review by staff and other commissions or jurisdictions. The City shall refer copies of <br />the preliminary final plat to the City Engineer, Planner, Attorney, the Park Commission, <br />and the appropriate county, state, or other public agencies, including but not limited the <br />Minnesota Department of Transportation, Watershed District and/or Washington <br />County if the application abuts a county road or highway or county state-aid highway, <br />and/or the Department of Natural Resources (DNR) if the application is within a <br />Shoreland Overlay District and/or Floodplain Management District, for their review and <br />comment. The Zoning AdministratorCity shall instruct the appropriate staff persons to <br />prepare technical reports where appropriate, and to provide general assistance in <br />preparing a recommendation on the action to the Planning Commission and City <br />Council. <br />(3) Planning Commission action. After review of the final plat by the staff, the Planning <br />Commission shall review the final plat for substantial compliance with the approved <br />preliminary plat and make recommendation to Council.The Planning Commission shall
