Lake Elmo Comprehensive Plan <br />Chapter !X — Park Plan <br />F. PARKLAND CLASSIFICATION <br />• REGIONAL PARKS <br />STANDARDS: <br />1. VTashington County shall be the implementing agency responsible for acquisition, <br />development, operation, and maintenance of the Lake Elmo Regional Park Preserve. <br />POLICIES: <br />The City will participate in the master planning and development process for regional <br />park projects that will have an impact on Lake Elmo. <br />2. The City will oppose any use of the regional park for non -recreational purposes. <br />CONSERVANCY OPEN SPACE AREAS <br />STANDARDS: <br />The City shall seek to preserve natural and environmentally sensitive areas that offer <br />passive recreational potential. <br />POLICIES: <br />1. Distinctive natural features that give a conservancy area its distinguishing character <br />will be retained wherever possible. Every reasonable effort will be made to retain <br />cultural resources intact. <br />2. The City shall utilize other mechanisms other than the parkland dedication ordinance <br />such as wetland protection, flood plain ordinance, shore land regulations and tree <br />preservation codes to insure and require the protection of conservancy areas. <br />e COMMUNITY PARKS <br />STANDARDS: <br />1. Areas of diverse environmental quality developed for passive and active recreation <br />facilities shall be designated community parks. <br />2. Community parks shall be 25 or more acres and serve the recreation needs of the <br />entire City. <br />POLICIES: <br />1. Community parks shall be limited to one or possibly two in the City. <br />2. The passive recreation facilities provided in a community park shall include but not be <br />limited to trails for hiking and skiing, picnic areas, natural/culture interpretive sites, <br />scenic overlooks and landscaping plantings. <br />IX-5 <br />
