10/16/23, 9:55 AM Print Preview <br />https://lakeelmo.municipalcodeonline.com/book/print?type=ordinances&name=TITLE_1_GENERAL_PROVISIONS 17/48 <br />Essential services (public utility uses) means underground or overhead gas, electric, steam, or water <br />distribution systems; collection, communication, supply, or disposal system, including poles, wires, <br />mains, drains, sewers, pipes, conduits, cables, fire alarm boxes, police call boxes, traffic signals, <br />hydrants, or other similar equipment and accessories, but not including buildings or transmission <br />services. <br />Exclusive liquor store means an establishment used exclusively for the sale of intoxicating liquor at <br />retail either "on-sale" or "off-sale," or both. <br />Exterior storage means the storage of goods, materials, equipment, manufactured products, and similar <br />items not fully enclosed in a building. <br />Exterior storage (includes open storage) means the storage of goods, materials, equipment, <br />manufactured products, and similar items not fully enclosed by a building. <br />Extra strength waste (sewer systems) means waste having a BOD and/or suspended solids greater <br />than domestic waste as defined in the definition of the term "normal domestic strength wastewater" in <br />this section. <br />Extractive use means the use of land for surface or subsurface removal of sand, gravel, rock, industrial <br />materials, other nonmetallic minerals, and peat not regulated under M.S.A. §§ 93.44 to 93.51, as they <br />may be amended from time to time. <br />False alarm means the activation of an alarm system signal or message which elicits notification to <br />and/or response by the county sheriff's office and/or city fire department when there is no evidence of a <br />crime, fire, medical emergency, or other activity which warrants a call for immediate police, firefighting, <br />or emergency medical assistance. <br />Family means an individual, or two or more persons each related by blood, marriage, adoption, or <br />foster care arrangement living together as a single housekeeping unit, or a group of not more than four <br />persons not so related, maintaining a common household, exclusive of servants. <br />Family entertainment center means amusement facilities that may include indoor miniature golf, child <br />play areas, arcade games, batting cages, birthday party and family celebration rooms, indoor <br />soccer/field hockey, children's adventure play gardens, and laser tag. Also typically included in this <br />definition are small food and beverage areas and small retail areas. All facilities are non-alcoholic and <br />smoke free. <br />Farm, rural, means the portion of a ten-acre or more parcel of land which is devoted to agriculture by <br />the property owner or by a lessee of the property owner. <br />Farm, suburban, means a noncommercial, food-producing use primarily intended for the use of the <br />residents, and usually on less than ten contiguous acres. Suburban agricultural uses may include <br />production of crops such as fruit trees, shrubs, plants, flowers, vegetables, and domestic pets. <br />Farm school means a facility that supports a school program that emphasizes fostering a child's <br />intellectual, social, physical, and emotional growth, using farm animals, agriculture, and nature as the <br />learning environment and conducted as part of an operational farm. <br />Farmer means a person permanently residing on a tract of land of not less than ten acres in the city <br />and who farms the land for a livelihood. <br />Fence means a partition, structure, wall, or gate erected as a dividing marker, visual or physical barrier, <br />or enclosure, not to include any roof or covering.
