The storm sewer system shall be designed to maintain the city standard minimum pipe cover of 3.0 feet <br />under all pavement surfaces, unless approved by the City Engineer. Drain tile is required as part of the city <br />standard street section at all localized low points in the street. Drain tile considerations may impact the <br />storm sewer design and depth requirements at low points. Drain tile inverts must be shown at all catch <br />basin connection points. <br />10. The maximum curb run prior to a catch basin is 350 feet. <br />11. Storm sewer pipe located outside of the public right‐of‐way must maintain minimum 30‐ft easements <br />centered over the pipe/structure without encroachments from buildings, footings, retaining walls, trees, or <br />other permanent structures. <br /> The site plans must be revised to remove all drainage and utility easement encroachments from the <br />patios for Units 13‐18. <br /> Additional easement area is required over CBMH 302A. <br />12. The street profiles must be revised to create low points on Street A and Street B immediately adjacent to <br />Wildflower Drive to better facilitate the intersection drainage. The proposed valley gutters must be <br />removed and the existing catch basins along Wildflower Drive relocated. An additional catch basin is <br />required on Street A, between CBMH 302A and CBMH 302, to accommodate required drainage low point. <br />13. An additional catch basin is required in the cul‐de‐sac of Street B to improve the cul‐de‐sac drainage. <br />14. Revise all sump manholes to minimum 4‐foot depth per city and VBWD design standards. Label all sump <br />manholes in profile view. <br />15. Remove all drain tile service stubs to each building. Drain til e service stubs are not permitted for connection <br />to the street subdrainage system. <br />16. Offsite Topsoil Stockpile plan to be approved by Lake Elmo Public Works and Washington County. <br />17. The Grading and Erosion Control Plans must be prepared meeting all city design standards and plan format <br />requirements, including the use of city standard plan notes, details and specifications. <br /> <br />MUNICIPAL WATER SUPPLY <br />1. Municipal drinking water is available to the site with a connection to an existing 8‐inch watermain stub <br />located along 39th Street North. <br />2. The developer will be responsible to extend municipal water into the development at the developer’s sole <br />cost with the extension of an 8‐inch DIP watermain. <br />3. The watermain alignment must be revised at the intersection with Wildflower Drive to remove the <br />proposed offset. The existing storm sewer and catch basins must be relocated to allow the watermain <br />alignment to be adjusted accordingly. <br />4. No watermain oversizing is applicable for this development and the watermain does not need to be <br />extended to serve adjacent properties or looped to connect at 39th Street. <br />5. The developer will be responsible to place hydrants and water system valves internal to the site as <br />determined by the Lake Elmo Public Works Director and Fire Department. At a minimum, an additional gate <br />valve must be installed along the easterly watermain extension to maintain the maximum number of <br />services for isolation at 20 units. <br />6. The plans must be revised such that all water/sewer services are installed perpendicular to the main with <br />no bends. When the use of bends is unavoidable, they must be located outside of the paved street. <br />7. The watermain construction Plans must be prepared meeting all city design standards and plan format <br />requirements, including the use of city standard plan notes, details and specifications. <br /> <br />MUNICIPAL SANITARY SEWER <br />1. The proposed site is located in the Old Village MUSA area in the city’s Comprehensive Plan and will <br />discharge to the MCES Cottage Grove Ravine Interceptor. <br />2. Sanitary sewer service is available to the site with a connection to an existing 8‐inch sanitary sewer stub <br />located along 39th Street North. <br />3. The developer will be responsible to extend sanitary sewer service into the development at the developer’s <br />sole cost with the extension of an 8‐inch PVC sanitary sewer main.
