Prepared by: Bolton & Menk, Inc. <br />Pavement Management Plan ǀ City of Lake Elmo Page 2 <br />for local street improvements (down from $36.2 million in 2023), $12.6 million for collector street <br />improvements (down from $15.8 million in 2023), and $8.3 million in cost participation for County <br />Roadways (down from $9.5 million in 2023). <br />· Pavement condition ratings should be conducted every 4 years to maintain an accurate <br />assessment of the pavement conditions for use in projecting future street maintenance costs. <br />· Street maintenance and rehabilitation should be implemented in general accordance with the <br />Street Life Cycle Maintenance and Rehabilitation Schedule outlined in this Report. <br />· Full Depth Reclamations (FDR) with new concrete curb and gutter continue to be the <br />recommended improvements for streets with existing bituminous curb, even when the street <br />remains in the “fair” rating category. FDR is an assessable improvement. <br />· Full Depth Reclamations (FDR) without new concrete curb and gutter will provide the city with an <br />effective and cost-efficient rehabilitation technique for its pavement management program in the <br />years to come. This will become the go-to rehabilitation technique when today’s newer streets <br />are ready for rehabilitation. <br />
