Prepared by: Bolton & Menk, Inc.
Pavement Management Plan ǀ City of Lake Elmo Page 2
for local street improvements (down from $36.2 million in 2023), $12.6 million for collector street
improvements (down from $15.8 million in 2023), and $8.3 million in cost participation for County
Roadways (down from $9.5 million in 2023).
· Pavement condition ratings should be conducted every 4 years to maintain an accurate
assessment of the pavement conditions for use in projecting future street maintenance costs.
· Street maintenance and rehabilitation should be implemented in general accordance with the
Street Life Cycle Maintenance and Rehabilitation Schedule outlined in this Report.
· Full Depth Reclamations (FDR) with new concrete curb and gutter continue to be the
recommended improvements for streets with existing bituminous curb, even when the street
remains in the “fair” rating category. FDR is an assessable improvement.
· Full Depth Reclamations (FDR) without new concrete curb and gutter will provide the city with an
effective and cost-efficient rehabilitation technique for its pavement management program in the
years to come. This will become the go-to rehabilitation technique when today’s newer streets
are ready for rehabilitation.
