CURRENT PAVEMENT CONDITION REPORT <br />A city-wide pavement condition assessment was conducted by Goodpointe Technology using the <br />Pavement Condition Index (PCI) rating system. The pavement ratings were completed in May, 2025. The <br />PCI uses a rating scale of 1-100 with 100 being representative of a new pavement. The detailed surface <br />condition assessment identifies pavement distress type, quantity, severity, and extent, which is then <br />reported as a numerical expression of a pavement condition rating, or PCI. Initially developed by the U.S. <br />Army Corps of Engineers, the Pavement Condition Index (PCI) methodology is used nationwide and is <br />endorsed by the American Public Works Association (APWA) and has been standardized by the American <br />Society of Testing and Materials (ASTM). <br />The city uses ICON pavement management software by Goodpointe Technology to manage the condition <br />ratings. The program is used to model and predict the pavement deterioration over time, and to develop <br />and analyze maintenance budget requirements to maintain a minimum pavement standard rating. In <br />order to increase the accuracy and reliability of the budget projections, it is recommended that the street <br />ratings be conducted and updated in the model every 4 years. <br />A summary of the current pavement condition report and Projected PCI ratings as of May, 2025, for the <br />city street network are listed below. The PCI ratings in this Report are based on the 2025 GoodPointe field <br />survey with adjustments made for the projected 2025 Street Capital Improvement Projects. Going <br />forward, the ICON pavement management software can be used to track the changing PCI ratings for the <br />entire street network based on projected pavement deterioration curves, and by entering into the <br />program the maintenance and capital improvements that are completed by the city. <br />· The current average PCI rating for all public streets (weighted by pavement area) is 88.6. <br />· Historical PCI weighted averages. <br />· Year 2025 PCI = 89 96.60 Miles of Streets <br />· Year 2023 PCI = 83 95.60 Miles of Streets <br />· Year 2021 PCI = 79 93.80 Miles of Streets <br />· Year 2016 PCI = 73 78.85 Miles of Streets <br />· The average PCI rating for Collector/Municipal State Aid Streets is 90.5. <br />· The average PCI rating for Local Streets is 87.8. <br />· The average PCI rating for all Streets with curb is 96.3. <br />· The average PCI rating for all Streets without curb is 74.7. <br />
